The strongest version of this theory

No one was ever made to pay.

At the 2026 House hearing, Chairwoman Luna said: “No victim was ever formally compensated.” [1] In Canada, the United States successfully claimed immunity, so the CIA cannot be sued there. [2]

What was paid

Three payments, no court verdict.

The CIA paid $750,000 to settle the Orlikow suit in 1988. [1] Canada paid $100,000 each to qualifying patients under the 1992–94 plan, on an ex gratia basis; about 70 were paid and hundreds rejected. [2][3] Ottawa paid Alison Steel $100,000 in 2017, under a non-disclosure agreement. [3]

The United States has been dismissed from the Quebec class action on immunity grounds. [4] The claim against Canada, McGill and the Royal Victoria Hospital continues.
