The Mind Hunters

On the evening of Thursday, 19 November 1953, at a cabin on Deep Creek Lake in western Maryland, a group of Army and CIA scientists finished dinner and were served Cointreau. A CIA chemist, Robert Lashbrook, had put LSD in the bottle. Frank Olson, a biochemist from the Army’s germ-warfare labs at Fort Detrick, drank about 70 micrograms without knowing it. Some twenty minutes later Sidney Gottlieb told the men what they had taken. Nine days after that, at about 2:30 in the morning, Lashbrook woke in their room on the tenth floor of the Statler Hotel in Manhattan to a crash of glass. Olson had gone through the closed blind and the closed window.

His family would not learn about the LSD for twenty-two years. This is the story of the program behind that night: how a fear of Communist brainwashing led the CIA to spend two decades trying to master the human mind, who it tested on, how the evidence was burned, and why so many theories grew in the gap. Some of what once sounded paranoid turned out to be true. Some of it still has no evidence at all. This guide shows you which is which.

Chapter 1

The confession

At the end of 1948 Hungary’s communist government arrested Cardinal József Mindszenty, the head of the country’s Catholic Church. In 1949, after a show trial, he was convicted of treason and sentenced to life in prison. [1] The spectacle of a cardinal confessing in court stayed with American officials. Nearly thirty years later a senator questioning the CIA director named “the kinds of behavior that were seen in Cardinal Mindszenty’s trial” as part of what set the agency on its search. [2]

How do you make a cardinal confess? In September 1950 an American journalist named Edward Hunter offered an answer in a Miami newspaper. The Chinese Communists, he wrote, had a technique called xi-nao, wash-brain, that could “change a mind radically so that its owner becomes a living puppet—a human robot.” The word “brainwashing” entered English. [3][4] Historians later found that Hunter was working with the CIA’s propaganda wing. [4]

Then the Korean War made the fear personal. Colonel Frank Schwable, shot down and captured in 1952, was the highest-ranking American officer taken prisoner. By February 1953 he and other American prisoners had confessed, falsely, that the United States was dropping anthrax and plague on Korean civilians. [4] According to the Smithsonian’s account, 5,000 of the 7,200 American prisoners either petitioned Washington to end the war or signed confessions, and 21 refused to come home. [4] See the fear that started it.

Psychiatrists who later studied the returning prisoners came to a plainer conclusion: the men had been tortured. [4] But in 1950 and 1951 that was not yet the answer Washington believed.

Chapter 2

A defensive program

The Church Committee, which investigated the CIA in 1975 and 1976, described the mood. The belief that hostile powers were using drugs “in interrogations, brainwashing, and in attacks designed to harass, disable, or kill Allied personnel created considerable pressure for a ‘defensive’ program.” [5] The agency had reports that the Soviet Union was trying to produce LSD and had tried to buy the world’s supply. “We were literally terrified,” one officer told investigators. [2]

The CIA’s first organized answer was BLUEBIRD, set out in an April 1950 memo. It aimed to find ways to keep American agents from being broken, and ways to break others. [6] In August 1951 it was renamed ARTICHOKE. [5] A July 1952 ARTICHOKE report describes a “narco-hypnotic” interrogation of a real person: drugs and hypnosis together, questions, and an attempt to leave him with no memory of the session. [7] See what the documents show.

The goals were already the ones that would haunt the next seventy years of rumor: make a person talk, make him forget, and find out whether he could be made to act against his will. [6][7] Long before anyone outside the agency had heard of these projects, people who claimed the government had experimented on their minds were dismissed as paranoid. The documents prove the agency wanted exactly those powers. [5]

Chapter 3

Approved

On 13 April 1953 the new Director of Central Intelligence, Allen Dulles, approved a program “along the lines proposed by ADDP Helms”: Richard Helms, the officer who would one day run the agency. [2] It was called MKULTRA. In 1977 Admiral Stansfield Turner, then director, read the founding rationale to the Senate: knowing “the enemy’s theoretical potential” would let the United States “defend ourselves against a foe who might not be as restrained in the use of these techniques as we are.” [2]

MKULTRA was less a single experiment than a way of paying for things. It let the agency’s Technical Services Staff fund sensitive research without the usual contracts and paperwork. [5] Turner later counted 149 numbered subprojects, in 15 broad areas: drugs, hypnosis, sleep research, “aspects of magicians’ art useful in covert operations,” even extrasensory perception. [2] See BLUEBIRD, ARTICHOKE, MKULTRA and the rest.

What did the agency want from all this? A CIA draft of 5 May 1955 lists it plainly. Researchers were to look for substances that would promote illogical thinking and impulsiveness, make hypnosis more useful, help a person resist torture and interrogation, produce amnesia, cause physical disablement, and knock a person out without his knowing. [8] It was a shopping list, not a set of results. Proving what any of it achieved would need methods and repeatable findings, and in 1963 the agency’s own inspector found the program’s records “afforded no such approach to inspection.” [9] See the wish list.

The work reached well beyond LSD. Of the 149 subprojects, Turner said, 8 were on hypnosis, 2 of them combined with drugs; 9 on sleep research and behavior change in psychotherapy; and 4 on the magicians’ art of slipping something to a person unnoticed. [2] BLUEBIRD had already proposed teams that would interrogate with drugs and hypnosis together, and ARTICHOKE reports describe exactly that. [6][7] See hypnosis, sleep and isolation.

The man who ran it day to day was Sidney Gottlieb, a chemist who had joined the CIA in 1951 and headed its chemical branch. [10][5] He would approve the testing of drugs on people who did not know they were being tested. In 1960 he carried poison to the Congo for a plot to kill Patrice Lumumba, the country’s first prime minister; the Church Committee called him “Joseph Scheider.” [11] See the CIA’s chemist.

Chapter 4

The Army’s side

The CIA did not work alone. Under a project called MKNAOMI it ran a long joint program with the Army’s Special Operations Division at Fort Detrick, in Frederick, Maryland, mainly on biological agents and the devices to deliver them. [5] The men of that division were the CIA’s neighbors in the search, and one of them, a biochemist named Frank Olson, would become its most famous casualty. Olson is often called a CIA scientist. President Ford’s later statement called him “a civilian biochemist employed by the Department of the Army,” while Stephen Kinzer told Congress in 2026, “He was not an Army scientist. He worked for the CIA.” Both capture part of the truth. [12][5] See MKNAOMI and the other names.

The Army ran experiments of its own. The Department of Veterans Affairs says that from 1955 to 1975 the Army Chemical Corps ran classified studies at Edgewood Arsenal in Maryland, in which about 7,000 soldiers were exposed to more than 250 chemicals: nerve agents such as sarin, mustard agents, the incapacitant BZ, LSD and PCP. Long-term follow-up “was not planned.” [13] Decades later the soldiers took the government to court. In 2016 a federal appeals court agreed that the Army has a continuing duty to give former test subjects “newly acquired information” about their health. [14] See the soldiers of Edgewood.

Chapter 5

Cointreau at Deep Creek Lake

Seven months after MKULTRA was approved, on 18 November 1953, ten scientists from the CIA and the Army’s Special Operations Division at Camp Detrick met for a review conference at a cabin on Deep Creek Lake, Maryland. [2] The Army men worked on defenses against biological attack, on offensive biological weapons and on research for the CIA. One of them was Frank Olson, a respected civilian biochemist. His superior, Colonel Vincent Ruwet, said he had noticed nothing before the meeting to suggest Olson was of unsound mind. [2]

After dinner on Thursday the 19th, Cointreau was served. Lashbrook had put LSD in the bottle, as part of an experiment he and Gottlieb were running. All but two of the Army scientists drank it: one did not drink, and the other had a heart condition. About twenty minutes after they finished, Gottlieb told them what they had taken. [2] Neither Gottlieb’s superior nor the head of covert operations had specifically approved the experiment. [2]

Olson came home disturbed. Within days Ruwet told Lashbrook that Olson “was in serious trouble and needed immediate professional attention.” [2] They did not take him to a psychiatrist. They took him to New York, to Dr. Harold Abramson, an allergist with no degree in psychiatry whose LSD research the CIA had funded indirectly. He was, the Church Committee wrote, the doctor closest to Washington “who was experienced with LSD and cleared by the CIA.” [2] See what can be stated firmly.

The tenth floor

On Thursday, 26 November, Ruwet, Lashbrook and Olson flew back to Washington so Olson could spend Thanksgiving with his family. On the way from the airport Olson said he was afraid to face them. After a long talk, Olson and Lashbrook flew back to New York the same day, while Ruwet went to Frederick to explain things to Olson’s wife. [2]

On Friday night Lashbrook said Olson “was cheerful,” almost the man he had known before the experiment. They watched television, and at 11:00 Olson said he “felt more relaxed and contented than he had since [they] came to New York.” He left a wake-up call with the hotel operator. [2] At about 2:30 a.m. on Saturday, 28 November, Lashbrook was woken by a “crash of glass.” In his report he wrote only that Olson “had crashed through the closed window blind and the closed window and he fell to his death from the window of our room on the 10th floor.” [2]

The hotel was the Statler, on Seventh Avenue: the building that had been, and would again be, the Hotel Pennsylvania. [15] Olson’s wife and three children were told he had died by suicide or accident. [16] Lashbrook was the only witness. See was Frank Olson murdered?

Chapter 7

The safehouses

Olson’s death did not end the testing on people who did not know. In 1955 the agency began a program of covert testing on unwitting American citizens. [9] Its tester was a federal narcotics agent who had been working with Gottlieb for years. In June 1952 the agent, George Hunter White, had written in his appointment book: “Gottlieb proposes I be CIA consultant – I agree.” [17] Using the alias “Morgan Hall,” White ran CIA safehouses in New York and San Francisco, where people were given LSD without knowing it. [17][10] Helms later described the arrangement as using the Bureau of Narcotics as a “cutout.” [10]

The Church Committee described the method in one dry paragraph. The tester “might make initial contact with a prospective subject selected at random in a bar,” then invite him to a safehouse where the drug went into a drink or food. CIA staff watched “by using a one-way mirror and tape recorder in an adjoining room. Prior consent was obviously not obtained.” [5] Asked by Senator Kennedy in 1977 whether women he had interviewed at a safehouse were prostitutes, the CIA psychologist John Gittinger said, “Yes, sir.” [2]

Gottlieb signed off on the money. An August 1956 memo let spending be certified without the usual receipts because of the “unorthodox” nature of the work. [18] The San Francisco operation is remembered as Operation Midnight Climax. “There was not even the pretense of scientific experimentation,” Stephen Kinzer, Gottlieb’s biographer, told Congress in 2026. [19] Gottlieb estimated there had been about 40 tests on unwitting people; asked in 1975 for White’s files, he said, “They were all destroyed.” [17][10] See what happened in the safehouses.

Chapter 8

Prisoners, addicts and paid volunteers

Other subjects were volunteers of a kind. At the federal hospital for drug addicts in Lexington, Kentucky, which was also a prison, Dr. Harris Isbell gave hallucinogens to inmates who had signed “a general consent form.” In one CIA-sponsored project there, addicts “were rewarded with the drug of their addiction” in return for taking part. [5][2] A June 1956 memo on Subproject 47 planned large doses of LSD for “normal volunteers” at a penitentiary. [20] See the prisons.

One of those volunteers may have been a young Boston criminal. In letters to a juror decades later, James “Whitey” Bulger wrote that at the federal penitentiary in Atlanta in the late 1950s he and other inmates were offered reduced time to help research a cure for schizophrenia, and were given LSD more than 50 times. [21] His name does not appear in the redacted subproject records; the account is his. See Whitey Bulger.

The research reached universities and veterans’ hospitals, too. The novelist Ken Kesey took LSD and other drugs as a paid subject at the veterans’ hospital in Menlo Park, California, in 1959 or 1960. [22] The Grateful Dead’s future lyricist, Robert Hunter, was paid $140 to take LSD, psilocybin and mescaline in a Stanford study; he said he did not know the CIA was paying for it. [23] Whether those specific trials were MKULTRA subprojects is disputed. Within a few years Kesey, by then the author of One Flew Over the Cuckoo’s Nest, had become what one radio history calls an “evangelist of acid.” [22] See Kesey and the Grateful Dead.

Montreal

The most damaging experiments happened in Canada. From 1948 to 1964 the psychiatrist Ewen Cameron ran the Allan Memorial Institute in Montreal. Patients who came to him for anxiety or depression could be put into weeks of drug-induced sleep and given intensive electroshock, a treatment he called “depatterning,” then made to listen to recorded messages for hours a day, which he called “psychic driving.” [24] Canada’s 1986 Cooper report called the methods “highly intrusive and intensive.” [24]

Cameron acknowledged in two of his papers “the assistance of grants from the Society for the Investigation of Human Ecology.” [24] The Society was a CIA front. “The Agency in effect provided the money,” Gittinger told the Senate, and many of the researchers who took it “had no knowledge that they were getting CIA money.” [2] Cameron’s patients did not know either. Depatterning left some patients in a childlike state; some adults forgot how to dress themselves or use the bathroom. [25][26] See Ewen Cameron and the patients.

Chapter 10

Fronts, warnings and a pause

The Society was one of several channels. Turner told the Senate in 1977 that the surviving files named 185 outside researchers and 80 institutions: 44 colleges and universities, 15 research foundations or drug companies, 12 hospitals or clinics and 3 prisons. [2] Key researchers held top-secret clearances and were told who was paying; their institutions often were not. [9] See what “80 institutions” means.

In 1963 the CIA’s own Inspector General looked inside. He found that just two people in the division had full knowledge of the program and that “most of that knowledge is unrecorded.” He warned that the testing “places the rights and interests of U. S. citizens in jeopardy” and that disclosure could bring “serious adverse reaction in U. S. public opinion.” [9] Testing on unwitting Americans was suspended that year. [5]

The program’s defenders answered that the director already knew. In May 1963, as the inspector raised the alarm, Helms told him the director had been briefed and “indicated no disagreement and therefore the ‘testing’ will continue.” [5] See who approved what.

Helms did not want it to stop. He wrote to the director’s office in December 1963, June 1964 and November 1964 asking for the tests to resume, citing “apparent Soviet aggressiveness in the field of covertly administered chemicals.” No one formally approved. [5] Parts of MKULTRA continued under a new name, MKSEARCH, until its money ran out in 1972, and the Rockefeller Commission later said all the drug testing programs had ended in 1967. [2][27]

Chapter 11

Abroad

What was done outside the United States is the darkest part of the record, and the thinnest. The Church Committee wrote that a project called MKDELTA “was established to govern the use of MKULTRA materials abroad. Such materials were used on a number of occasions.” Use abroad began in 1953, “and possibly as early as 1950,” mainly in interrogations, but also “for harassment, discrediting, or disabling purposes.” Then came the sentence that explains why so little more can be said: “Because MKULTRA records were destroyed, it is impossible to reconstruct the operational use.” [5] See the drugs abroad.

Gottlieb’s own closed testimony, published in 2025, gives one glimpse. He described an operation in which a dose of LSD induced “a severe classic paranoid reaction” in a person, with the aim of making his colleagues lose faith in him. [10] The same chemist had carried poison to the Congo in 1960. Lumumba was not killed with it; the Church Committee found the poison was never used. [11]

The search for hidden powers of the mind went stranger still. One MKULTRA subproject was an “analysis of extrasensory perception.” [2] The CIA says its own research into psychic phenomena began in the summer of 1972 and ended in 1977, after which the Defense Intelligence Agency carried it on under names including GRILL FLAME. When the agency commissioned an outside review in 1995, the verdict was that remote viewing was “too unreliable, inconsistent, and sporadic to be useful for intelligence purposes.” [28][29] See the psychic spies.

By then the officials had reached a quiet conclusion of their own. Gittinger testified that by 1961 or 1962 he was satisfied that brainwashing by drugs or esoteric means “did not exist.” It was “largely a process of isolating a human being, keeping him out of contact, putting him under long stress.” [2] Gottlieb told Senate investigators that the drug work produced “as many failures as successes” and was “probably not a high pay-off program.” [10]

Chapter 12

Burning the files

In January 1973, as he prepared to leave the CIA, Richard Helms ordered the MKULTRA records destroyed. Gottlieb’s division carried out the order. A CIA Inspector General memo of October 1975 traces the instructions and records a protest from the agency’s own records center. [30][5]

The destruction is the reason so much about MKULTRA can never be known. The Church Committee wrote that because the records were gone, “it is impossible to reconstruct” how the drugs were used abroad. [5] Senator Kennedy told the 1977 hearing that public trust “was violated again on the day the bulk of the agency’s records were destroyed in 1973.” [2] No one was ever charged for it. [19] In 1977 Helms pleaded no contest to a misdemeanor for not testifying fully to Congress about the CIA in Chile, and was fined $2,000. That case had nothing to do with MKULTRA. At the 2026 House hearing, Chairwoman Anna Paulina Luna cited it to show how little accountability followed. [19] See what was destroyed, and what survived.

Chapter 13

Revelations

The secret began to unravel on 22 December 1974, when Seymour Hersh reported on the front page of the New York Times that the CIA had spied on antiwar activists for more than a decade. [31][32] President Ford set up a commission under Vice President Nelson Rockefeller, and on 27 January 1975 the Senate created a select committee chaired by Frank Church. [33][31]

In June 1975 the Rockefeller report said the CIA had given LSD to people who did not know it, that this was “clearly illegal,” and that one man had died in 1953. [27] That was how Olson’s family learned what had happened to him. [16] Ford met them in July 1975, CIA director William Colby apologized, and in October 1976 Ford signed a private law paying the family $750,000. [16][12] See what each investigation found.

“We believed that the record, incomplete as it was, was as complete as it was going to be,” Senator Kennedy said later. [2] Then John Marks, a writer researching the program, filed a Freedom of Information request. Answering it, a CIA officer named Frank Laubinger searched the agency’s Retired Records Center and, very late in March 1977, found seven boxes of financial records that had been filed separately and escaped the 1973 destruction. [2] Congress was not told until July. [2]

On 3 August 1977 Senators Daniel Inouye and Edward Kennedy held a joint hearing. “One individual, through a Freedom of Information request, accomplished what two U.S. Senate committees could not,” Kennedy said. [2] Turner put the new numbers on the record: 149 subprojects, safehouses in New York and San Francisco, testing on prisoners and “criminal sexual psychopaths” in a hospital. “It is totally abhorrent to me to think of using a human being as a guinea pig,” he said. [2] Marks published the first full history, The Search for the “Manchurian Candidate,” in 1979. [34] See the 1977 discovery.

Chapter 14

What changed

On 18 February 1976 Ford signed Executive Order 11905. Section 5(d) said intelligence agencies “shall not engage in experimentation with drugs on human subjects, except with the informed consent, in writing and witnessed by a disinterested third party, of each such human subject.” [35] Executive Order 12333, signed in 1981 and still in force, bars intelligence agencies from human experimentation except under health department rules and with informed consent. [36]

The wider rules for research on people were changing at the same time. The National Research Act of 1974 created the commission that wrote the 1979 Belmont Report, with its principles of respect for persons, beneficence and justice. [37][38] In 1991 the Common Rule, one set of protections for research on people, was adopted by 15 federal departments and agencies; the CIA follows it because of Executive Order 12333. [39] See what changed, and what did not.

Secrecy survived the scandal. In CIA v. Sims (1985) the Supreme Court let the agency keep the names of MKULTRA researchers and institutions secret as “intelligence sources.” [40] Compensation came slowly and partially: $750,000 from the CIA in 1988 to settle the Orlikow suit by nine Canadian former patients; $100,000 each from Canada to about 70 depatterned patients under a 1992 plan, while hundreds of others were refused. [41][42][25] See what was paid.

Chapter 15

The son who would not stop

For the Olson family, the 1975 apology was a beginning, not an end. President Ford had written that the secret dosing “would appear to have been a proximate cause of his death.” [12] The private law of 1976 paid $187,500 each to Olson’s widow and three children, $750,000 in all, in exchange for waiving further claims. Ford had backed $1.25 million. [16][12] But his son Eric came to doubt the official story, and he spent decades investigating it. [16][43]

In 1994 the family had Frank Olson’s body exhumed. The forensic scientist James Starrs reported that the head and neck showed no cuts from window glass, though the 1953 autopsy had described them, and he found a lump on the forehead that suggested a blow before the fall. He called the evidence “rankly and starkly suggestive of homicide.” [44] He was also careful. “We didn’t find any smoking gun,” he said, and he could not disprove that Olson had jumped. [45]

In 2012 Eric and his brother Nils sued the CIA, alleging their father was murdered and the death covered up. Their complaint quoted a CIA assassination manual of the era: “the contrived accident is the most effective technique,” because it “causes little excitement and is only casually investigated.” [16] In July 2013 Judge James Boasberg dismissed the case: it was filed too late, it was barred by the 1976 settlement, and it fell outside what the government can be sued for. He did not rule on whether the claim was true, and he added an unusual line: “the skeptical reader may wish to know that the public record supports many of the allegations that follow, farfetched as they may sound.” [16] See the 2012 lawsuit.

In 2017 Errol Morris told the family’s story in Wormwood, a six-part Netflix series with Peter Sarsgaard as Frank Olson. [43] In 2026 Kinzer told Congress that “evidence suggests that his death may not have been a suicide.” At the same hearing Tom O’Neill drew the line where the evidence stops: “Exactly what the motivation was behind the decision about Frank Olson, if there was such a decision, is unknown.” [19] See was Frank Olson murdered?

Chapter 16

The patients’ long case

In Montreal the reckoning took even longer. In October 1988 the CIA settled Orlikow v. United States, a suit by nine Canadian former patients of Ewen Cameron, for $750,000. [41] Four years later Canada’s justice minister, Kim Campbell, announced payments to depatterned patients “for compassionate and humanitarian reasons,” without admitting legal liability. [25] The plan, set up by order in council on 16 November 1992, offered qualifying former patients an ex gratia payment of $100,000 and closed on 31 January 1994. [42] CBC reports that about 70 patients were paid while “hundreds more who applied were rejected” as not depatterned enough. [25]

One of those rejected was the father of Alison Steel. She sued in 2015, and in 2017 CBC reported that Ottawa had quietly paid her $100,000 to drop the case. [25] Others kept going. On 31 July 2025 Justice Dominique Poulin of the Quebec Superior Court authorized a class action against the Royal Victoria Hospital, McGill University and the Government of Canada, on behalf of everyone depatterned at Allan Memorial between 1948 and 1964 and their families. [46][26] In November 2025 the Quebec Court of Appeal refused the hospital permission to appeal, and the claim itself was filed on 19 January 2026. [47][48]

The United States is not a defendant. The Quebec Court of Appeal ruled in 2023 that it is immune, and in 2024 the Supreme Court of Canada declined to hear an appeal. [49] “No victim was ever formally compensated,” Luna said at the 2026 House hearing. [19] What was paid came through a settlement and an ex gratia plan. [41][42] See the Montreal case.

The theories grow in the gap

The fiction got there first. Richard Condon’s 1959 novel The Manchurian Candidate imagined an American prisoner brainwashed in Korea into a sleeper assassin, and the 1962 film made the idea famous. [50][51] Gittinger told the Senate the film “really set us back a long time, because it made something impossible look plausible.” [2]

Once the CIA was proven to have drugged people in secret and burned the files, every unexplained crime of the era could be fitted to it. Sirhan Sirhan, who shot Robert Kennedy in 1968, has said he cannot remember the shooting. [52] Charles Manson’s followers killed seven people in 1969, and a psychiatrist with CIA-linked research, Louis Jolyon West, had studied hippies in the Haight in 1967. [53][54][55] Ted Kaczynski, who had entered Harvard at 16, was a subject in a Harvard psychology study begun in 1959 that “included deliberately abusive interrogations.” [56] See did MKULTRA create programmable assassins?

The record supports the frame of these theories and not the claims at their center. The CIA did want to make people act and forget; it did test on prisoners and patients; it did destroy the evidence. [8][20][30] But no released document ties Sirhan, Manson or Kaczynski to MKULTRA, and a CIA review notes there is no evidence that Manson and West ever met. [52][53][56] The theories section below gives each one its strongest form, and says exactly which parts turned out to be real.

Chapter 18

The files reopen

The story is not finished. In March 2025 the last withheld records on John F. Kennedy’s assassination were released, including the testimony of William Harvey, who ran the CIA’s assassination capability, describing a “general philosophic discussion of assassination and assassination techniques” with Gottlieb. [57][58] In October 2025 Gottlieb’s own closed 1975 testimony was published. [10] See the 2025–26 releases.

On 30 June 2026 a House task force held a hearing titled “Mind Control and Accountability.” The author Stephen Kinzer called the experiments “medical torture.” [59][60] Weeks earlier a CIA officer had told a Senate committee that the agency took back about 40 boxes of JFK and MKULTRA records from the Director of National Intelligence’s office; the CIA disputed his account. [61]

Is any of it still going on? MKULTRA was itself a renaming of earlier work, and parts of it lived on as MKSEARCH. [2] At the 2026 hearing Representative Lauren Boebert said, “is it still going on today? I would be surprised if it was not.” O’Neill answered honestly: “I do not know. I cannot imagine that it did not though … I have no evidence of it being used, so it is a complete assumption.” [19] See is it still going on?

The newest version of the old fear is Havana Syndrome. Officials in Havana and elsewhere reported symptoms “consistent with head trauma, including vertigo and extreme headaches.” A 2023 assessment found the intelligence community could not link any case to a foreign adversary; in June 2026 the Director of National Intelligence rescinded the skeptical assessments without putting a new finding in their place. [62] Nothing links it to MKULTRA. It belongs in this story because it shows the question MKULTRA planted still lives: could a government reach into a mind without leaving a mark? See Havana Syndrome.

Most of the record of what MKULTRA did was destroyed in 1973, more than fifty years ago. [5] What survives is enough to show that the government’s critics were, on the central point, right: the CIA did secretly drug Americans and Canadians in an attempt to control the mind. [2] What the surviving record cannot do is tell us everything else. See the latest records.

The other explanations

The theories, tested

MKULTRA is the rare case where people called paranoid turned out to be partly right. Each theory below in its strongest form: who holds it, where it came from, why it lasts, which parts of it were real, and what evidence would settle the rest.

The CIA could program killers

Where it started

Richard Condon’s 1959 novel and the 1962 film turned the brainwashing fear into a story about a sleeper assassin. [1][2]

Why it lives

Because the CIA really did ask the question. Its own papers list amnesia and enhanced hypnosis as goals, and most of its files were burned, so no one can show every project failed.

If it were true

Some political killings blamed on lone men would have had a hidden author, and the agency would have lied to the Senate in 1977.

How it squares with the record

What was real: the CIA wanted to know whether a person could be made to act against his will and forget it. In 1952 it tried a “narco-hypnotic” interrogation, and a 1955 list of goals includes drugs that cause amnesia. [3][4]

What has no evidence: that it ever worked. The 1963 Inspector General found the program poorly documented. [5] Gottlieb told Senate staff in 1975 it yielded “as many failures as successes”. [6] The CIA psychologist John Gittinger testified that by 1961–62 drug brainwashing “did not exist”. [2]

What holds up Unproven

Where it started

It grew after the family learned in 1975 that he had been dosed, and hardened after the 1994 exhumation. [1][2]

Why it lives

The government hid the LSD from the family for twenty-two years, the only witness was a CIA officer, and the exhumation raised questions the first autopsy did not.

If it were true

The CIA would have killed one of its own scientists on American soil and covered it up for decades.

How it squares with the record

What was real: the CIA dosed Olson without his knowledge, and the government kept that from his family until 1975. [3][1]

What is disputed: how he died. Starrs found a lump on the head that suggested a blow before the fall, yet said, “We didn’t find any smoking gun.” [2][4] The family’s complaint pointed to a CIA manual of the era that calls “the contrived accident” the most effective technique; the court did not rule on it. [1]

What holds up Unproven

The dosing and the cover-up are documented. Murder is possible and argued by serious people, but it is not shown.

Where it started

It joins Sirhan’s memory gaps to what is known about the CIA’s hypnosis research. [1][2]

Why it lives

Sirhan’s memory lapses look like the amnesia the CIA wanted to create, and records about the case kept coming out for decades.

If it were true

A presidential candidate would have been killed by a programmed assassin, which would make the 1977 testimony a lie.

How it squares with the record

What was real: the CIA studied drugs, hypnosis and amnesia. [3][2]

What has no evidence: a link to Sirhan. Governor Newsom’s 2022 decision says Sirhan “claimed shifting memory lapses” and calls the innocence claims “investigated and conclusively disproved.” [1] The 2025 release of more than 84,000 pages added no MKULTRA link that we found. [4][5]

Where it started

Tom O’Neill’s 2019 book Chaos, which argues that the gaps in the official record deserve answers. [1][2]

Why it lives

Louis Jolyon West had CIA-linked research and studied hippies in the Haight; Manson was there at the same time, giving followers LSD.

If it were true

The Tate–LaBianca murders would be, in part, a product of government research.

How it squares with the record

What was real: West had CIA-funded research ties, and he studied hippies in the Haight. [2][3]

What has no evidence: that the two men met. A CIA review says O’Neill “cannot link Manson to Dr. West” and “cannot definitively tie Manson to MKULTRA or CHAOS”, and O’Neill acknowledges this. [4] The review is the agency judging a book about itself.

Where it started

Alston Chase’s 2000 Atlantic investigation of Henry Murray’s Harvard study. [1]

Why it lives

The study was real and abusive, its director had worked for the OSS, and MKULTRA funded research at 44 colleges and universities.

If it were true

A CIA-funded experiment would share the blame for three deaths.

How it squares with the record

What was real: Kaczynski was one of 22 students in Murray’s study from 1959 to 1962, which “included deliberately abusive interrogations.” [2]

What has no evidence: CIA money. There is “no documentary evidence” it was part of MKULTRA, and “no CIA funding for the study has ever been proven.” No drugs are documented. His bombings began more than 15 years later. [2]

Why it lives

The CIA really did fund LSD tests on prisoners at the Atlanta penitentiary, and Bulger was there.

The government would share responsibility for his crimes.

How it squares with the record

What was real: a 1956 MKULTRA subproject planned LSD studies on volunteers at a penitentiary, consistent with Bulger’s account. [2][1]

What cannot be shown: that it made him a killer. He was already serving a federal sentence, his name does not appear in the redacted record, and many other subjects did not become killers.

What was real: Kesey took LSD in the Menlo Park veterans’ hospital trials, and Robert Hunter was paid $140 to take LSD, psilocybin and mescaline in a Stanford study. [1][2]

Personal accounts from the years of the 1980s–90s ritual-abuse claims, and writers who built on them. [1] No released MKULTRA record names it. [2]

Why it lives

The CIA did want to control behavior and erase memory, and it lied about MKULTRA for twenty years. Believers ask why its denials should be trusted now.

If it were true

It would be a crime far worse than anything in the MKULTRA files.

How it squares with the record

What was real: the CIA’s goals included amnesia and behavior control, and it destroyed most of its records. [3][4]

What has no evidence: Monarch itself. No released MKULTRA record, Senate report or court record mentions it, and the 149 subprojects listed in 1977 include nothing like it. [2] A 1992 FBI guide found it “impossible to document the widespread existence” of organized ritual abuse, while urging investigators to listen to victims. [1]

Where it started

It starts with the destruction itself, which the CIA’s own Inspector General documented in 1975. [1]

Why it lives

Because the agency did destroy the files, and more records kept turning up: in 1977, in 2024 collections, and in 2026 reports of 40 boxes.

If it were true

The worst things done under MKULTRA would still be unknown.

How it squares with the record

What was real: Helms ordered the files destroyed in 1973, and in 1977 seven boxes of financial records turned up that had been missed. [1][2] In 2026 a CIA officer told a Senate committee the agency had taken back about 40 boxes of JFK and MKULTRA records; the CIA disputed his account. [3]

What cannot be known: what the destroyed files said. In 1963 the Inspector General found “just two individuals” with full knowledge of the program, and “most of that knowledge is unrecorded.” [4] A gap is a reason for suspicion, not evidence of any particular thing.

What holds up Unproven

No camp is assigned here: our sources do not establish one, so we don’t guess.

Who has voiced it
Where it started

MKULTRA itself renamed earlier work, and parts of it continued as MKSEARCH. [1]

Why it lives

Because it happened before: the program had new names, outlived official endings and was denied for twenty years.

If it were true

The 1976 and 1981 rules would be ignored in secret.

How it squares with the record

What was real: MKSEARCH continued parts of MKULTRA until its funding ended in 1972. [1]

What has no evidence: current testing. Executive Order 12333 bars intelligence agencies from human experiments except under federal rules with documented consent. [2] At the 2026 hearing O’Neill said, “I have no evidence of it being used.” [3]

What holds up Unproven

Unproven. The past renamings are documented; present-day testing is not.

Havana Syndrome is the new MKULTRA

The mysterious injuries to U.S. officials come from a weapon aimed at the brain, the descendant of Cold War mind-control work.

Where it started

Diplomats in Havana began reporting head-trauma symptoms in late 2016. [1]

Why it lives

The injuries are real to the people who have them, and the official explanation keeps changing.

If it were true

A foreign or domestic agency would have a working brain weapon.

How it squares with the record

What was real: officials reported symptoms “consistent with head trauma”, some severe enough to end careers. [1]

What is unsettled: the cause. In January 2025 the intelligence community called a foreign actor “very unlikely”; in June 2026 the DNI rescinded that assessment without putting a new finding in its place. [1] We found no evidence linking any of it to MKULTRA.

What holds up Unproven

Disputed as an attack; unproven as anything to do with MKULTRA.

Genuinely unknown

Open questions

Things that are genuinely not known as of October 2026, most of them because the files were destroyed in 1973. Each says what is established, what is missing, and what would settle it.

Genuinely unknownWhat was in the files Helms destroyed?
What is known
  • Helms ordered the files destroyed in January 1973. [1]
  • The 1963 Inspector General found that most of the knowledge was “unrecorded.” [2]
What is not

The contents of the destroyed working files: who was tested, with what, and what happened to them.

Why it is still open

The files were burned and the key people have died.

Does it change the story?

Every theory in this section grows in this gap.

What would settle it

Surviving copies, or a full inventory of what was destroyed.

  2. CIA Inspector General — Inspection of MKULTRA/TSD, July 26, 1963
Genuinely unknownHow many people were tested without knowing?
What is known
  • The Inspector General described covert testing on unwitting U.S. citizens from 1955. [1]
  • The CIA estimated that the surviving records covered 149 subprojects. [2]
What is not

The number and names of the people dosed in safehouses, prisons and hospitals.

Why it is still open

Subject records were destroyed or never kept.

Does it change the story?

Victims cannot be found, told or compensated.

What would settle it

Recovered subject lists.

Partly knownWhat happened on the tenth floor?
What is known
  • Lashbrook, who shared the room, said he was woken by a “crash of glass.” [1]
  • The 1994 exhumation found a head injury that may predate the fall. [2][3]
What is not

Whether Olson jumped, fell or was pushed.

Why it is still open

The only witness was a CIA officer, and the first autopsy did not match the later one.

Does it change the story?

It is the difference between a reckless experiment and a killing.

What would settle it

A contemporaneous record of the night from outside Lashbrook’s account.

Genuinely unknownWhat is in the 40 boxes?
What is known
  • In May 2026 a CIA officer told a Senate committee the agency had taken back about 40 boxes of JFK and MKULTRA records from the DNI’s office; the CIA disputed his account. [1]
  • Representative Luna said the CIA was declassifying newly found MKULTRA records on a forgery program. [2]
What is not

What the boxes contain and whether any of it is new.

Why it is still open

None of it has been released.

Does it change the story?

It is the first large new batch since 1977, if it is real.

What would settle it

Public release.

Known, often misreadDid any of it work?
What is known
  • Gottlieb told Senate staff in 1975 that the work yielded “as many failures as successes”. [1]
  • Gittinger testified that by 1961–62 drug brainwashing “did not exist”. [2]
What is not

Only what the destroyed files might add.

Why it is still open

Popular culture assumes the program succeeded.

Does it change the story?

It decides whether the programmed-assassin theories have anything to stand on.

What would settle it

The surviving evidence already points one way.

Partly knownWho were the researchers?
What is known
  • The surviving records list 44 colleges and universities and 12 hospitals. [1]
  • In 1985 the Supreme Court let the CIA keep researchers’ names secret. [2]
What is not

Many researchers’ names, and whether they knew who was paying.

Why it is still open

The names are legally protected.

Does it change the story?

Some people may never learn whether they were part of it.

What would settle it

Voluntary release of the names.

91 things people say about MKULTRA, checked

Short claims you will hear about MKULTRA, each set against the surviving CIA records, the Senate investigations and the court files, with the points for and against and a link to the full entry.

What the ratings mean
  • Documented Shown by surviving CIA records, sworn testimony, official findings, court rulings or other primary evidence. The claim as stated holds up.
  • Partly true A real fact sits inside the claim, but the popular version adds, omits or overstates something material.
  • Mixed Parts of this are documented and parts are not; the entry separates them.
  • Disputed Credible evidence points in more than one direction, or informed people weigh the record differently.
  • Unproven Not established by any public record available on 23 October 2026. It may be believed; it is not shown. Not the same as false. With most MKULTRA files destroyed, some true things may never be provable.
  • False Contradicted by surviving records, sworn testimony, official findings or other primary evidence.

This guide was researched and written with AI tools and checked against the sources linked on every entry: the 1977 Senate hearing record, the Church Committee and Rockefeller Commission reports, surviving CIA documents published by the National Security Archive, court opinions in the United States and Canada, Canada’s 1986 Cooper report, the 2025–26 federal releases and the 2026 House hearing, and reporting on the people involved.

Most MKULTRA records were destroyed in January 1973. Where the record is solid we say so; where it is missing, each entry says what the sources cannot settle. Theories get their strongest case before the evidence is weighed, and we say which parts of them turned out to be real. Nothing here is the last word; if you find an error, the disputes page is the place to tell us.
