Haiti

After the 2010 earthquake the Clintons sat at the center of Haiti’s recovery — UN envoy, State Department, Foundation, industrial park. Auditors later called U.S. rebuilding mixed at best. A brother’s gold-mine board seat looked terrible. Claims that they stole the money or trafficked children have not been shown.

This guide follows the 1990s intervention context, the quake, the IHRC, Caracol’s projections versus jobs, the GAO record, cholera only where it touches Clinton-era claims, Tony Rodham and VCS Mining, the Silsby case, and the pay-to-play contract fight — then rates ‘stole the money,’ trafficking, and neocolonial-park theories against that path.

The story

The story of the Clintons and Haiti, from the beginning

From Aristide and Uphold Democracy through the earthquake, the IHRC, Caracol, the audits, the gold-mine board seat, and the claims that still travel online — keeping failure, conflict of interest, and unproven theft distinct.

Chapter 1

Path tease: sixteen links

Sixteen links hold the mainstream account: 1990s intervention [1], the 2010 quake [2], envoy and IHRC [3] [4], State/USAID lead [5], Foundation/CGI [6], U.S. money audited by GAO [7], Caracol [8], the jobs gap [9], mixed-results audits [10], cholera as UN-era touch [11], Rodham’s board seat [12], Silsby’s conviction [13], unproven contract steering [14], 2023 management gaps [15], the mainstream failure-not-theft frame, and the alternative looting frame that still lacks a charging instrument. Chapter 2

Before the cameras arrived

Long before the Foundation tents, Bill Clinton’s presidency restored Jean-Bertrand Aristide through Operation Uphold Democracy. [16] [1] That history is why, when Port-au-Prince fell down, so many people assumed the Clintons would walk to the front of the room.

Chapter 3

The day the capital broke

On 12 January 2010 a magnitude ~7.0 earthquake shattered the Haitian state in an afternoon. [2] [7] The world pledged; the camps filled; the argument about who failed Haiti had not yet found its later villains.

Chapter 4

Envoy, commission, secretary

Bill Clinton became UN Special Envoy and co-chaired the Interim Haiti Recovery Commission with Prime Minister Jean-Max Bellerive. [3] [4] [17] Hillary Clinton’s State Department and USAID ran the American civilian response. [5] [18] Influence stacked on influence.

Chapter 5

A real crime at the border

Laura Silsby’s group was stopped with 33 children; she was convicted of arranging illegal travel. [13] Keep that sentence intact. The later sentence — that this was Clinton trafficking — is the fabrication.

Chapter 6

Charity beside the cabinet

The Clinton Foundation and CGI made Haiti promises while the Clintons also held public power. [6] [19] That is the fair conflict story. Conflating Foundation leaflets with the USAID ledger GAO audited is the unfair one. [20]

Caracol Industrial Park arrived as the showcase: Sae-A’s factories, roads, power, a promised port. [8] [21] [22] Farmers lost land to assemble it. [23]

Chapter 8

The headcount that did not arrive

Public pitches spoke of tens of thousands of jobs. Mid-2010s reporting found thousands. [9] [21] A missed projection is not a Swiss bank account — but it is how trust dies.

Chapter 9

Auditors, in plain bureaucratic English

GAO’s Haiti reports — 2011, 2013, 2015, and again in 2023 — describe mixed results, delays, sustainability problems and management gaps. [7] [24] [10] [15] That English is devastating enough without translating it into “stole.”

Chapter 10

Cholera, carefully

Cholera killed with a speed the rubble had already taught. Science and later UN acknowledgment point to peacekeeper camps. [25] [11] Bill Clinton’s envoy timing makes the political annexation tempting. Tempting is not the same as proved intent.

Chapter 11

The brother and the PVC pipe

In 2015 the Washington Post found Tony Rodham on VCS Mining’s advisory board after a CGI introduction — a gold mine that looked, on the ground, like a pipe in a hill and, in politics, like a detonator. [12] [26] Board seat: documented. Permit fixed by the secretary: not shown.

Chapter 12

King, Queen, campaign

POLITICO Magazine’s “King and Queen of Haiti” fixed Caracol’s shortfall in elite memory. [9] By 2016 Mike Pence’s contracts claim tried to turn flagged donor contacts into steered awards; FactCheck said the leap was unsupported. [14]

As of late October 2026 the quake, IHRC roles, GAO mixed results, Caracol shortfalls, Rodham’s board seat, and the Silsby conviction are documented. A courtroom or inspector-general finding that the Clintons stole reconstruction funds or ran child trafficking is not.

Post-2010 online compilations and 2015–16 campaign compression of GAO failure plus Rodham optics.[5][6][1]

Why it lives

Still the dominant Haiti shorthand in anti-Clinton media.

If it were true

A sitting secretary and ex-president ran a diversion scheme against a disaster-struck country.

How it squares with the record

GAO documents real under-delivery. [1]

Rodham’s board seat is real. [2]

No cited charging instrument shows Clinton personal theft of USAID funds. [3] [4]

Why it is still open

How this guide works

Sources and method

This guide starts from GAO reports on Haiti reconstruction (2011–2023), Washington Post reporting on Tony Rodham and VCS Mining, POLITICO Magazine’s long-form Haiti critique for documented figures, FactCheck.org on the 2016 contracts claim, contemporaneous coverage of the Silsby conviction, State/USAID and UN materials on roles, and scientific/UN acknowledgment of cholera’s introduction by peacekeepers.

Grokipedia is used only as a checklist of topics to cover. It is never cited as authority.

Political even-handedness: the same evidentiary standard applies to claims that the Clintons stole aid, that donors bought contracts, that Rodham’s board seat proves family plunder, that the Silsby case implicates the Clintons, and that Caracol was only a sweatshop plot. Documented failure, ugly conflicts of interest, and unproven theft or trafficking are kept distinct.

USAID/State reconstruction spending is not interchangeable with Clinton Foundation program spending. Cholera is included only insofar as Clinton-era claims attach; this is not a full UN liability encyclopedia.

Light cross-links point to the emails/Foundation and Uranium One full guides for overlapping money/access patterns. Those guides are not rebuilt here.

This page does not cover the Russia–Ukraine war.

An earlier Clinton hub treated Haiti as one short case file. This is the full guide that replaces that format for this topic. It nests under The Clinton Files collection.
