Sources & limits.

Numbered citations in each article identify the relevant sources. These records have different purposes and evidentiary weight.

  1. GAO: Haiti reconstruction achieved mixed results, 2015 ↗

Independent federal audit found reduced targets, delays and sustainability concerns. USAID expenditure is not interchangeable with Clinton Foundation spending.

  2. GAO: USAID and State should improve Haiti reconstruction management, 2023 ↗

Later independent audit of U.S. reconstruction activities since 2010. Documents ongoing management and evaluation problems rather than establishing personal theft by the Clintons.

  3. FactCheck.org: assessing the claim about Haiti recovery contracts, 2016 ↗

Tests claims that Clinton-linked donors obtained disaster contracts because of donations. Documented contacts and overlapping interests are distinguished from demonstrated preferential award.

  4. ABC Australia: final missionary released after Haiti conviction, May 18, 2010 ↗

Contemporaneous account: Laura Silsby was convicted of an irregular-travel offense; nine others were released. This is a real child-protection case, not evidence the Clintons ran a trafficking network.
