March 2019 mosque shootings livestreamed on Facebook; brands face adjacency-to-terror horror.

The Christchurch attacks were livestreamed; platforms and advertisers faced a global political crisis over amplification and monetization of terror content. [1] [2]

WFA’s later discontinuation statement explicitly ties GARM’s creation to Christchurch and to ads appearing beside illegal/harmful content such as terrorism or child sexual abuse material. [2]

That origin story is real weather. Whether later GARM conduct stayed inside that lane is the fight.

Bottom line History

Post-Christchurch brand-safety panic is documented industry history — and GARM’s founding alibi.

What the record can’t settle

Origin motive ≠ proof of later legality or viewpoint neutrality.

WFA and founding advertisers announce the Global Alliance for Responsible Media.

WFA’s 18 June 2019 release announces GARM to address digital safety with collaborative actions, processes, and protocols. [1]

HJC lists founding advertisers including Adidas, Bayer, Diageo, Mars, Mastercard, Nestlé, P&G, Unilever, Vodafone and others. [2] [1]

Rob Rakowitz, then tied to Mars global media, becomes Initiative Lead / co-founder in the record the Committee later reviews. [2] [3]

Bottom line Documented

Launch date, WFA parentage, and founding-brand list are primary.

What the record can’t settle

Launch PR is aspirational; it does not define later email conduct.

WFA announces GARM will scale through the World Economic Forum network.

WFA’s 27 November 2019 item describes scaling GARM through WEF and leveraging WEF’s network. [1]

HJC and advocacy profiles call GARM a WEF ‘flagship’ partnership — verify wording against WFA’s own pages. [2] [3]

Critics treat WEF branding as proof of ‘globalist’ speech control; defenders treat it as ordinary multi-stakeholder forum networking.

Bottom line Documented

WEF partnership announcement is primary. ‘Flagship’ rhetoric is interpretive packaging.

What the record can’t settle

Partnership ≠ WEF operational control of ad buys.

“Uncommon collaboration” as the operating slogan

Record · Documented

Labeled record card for GARM brand-safety frameworks.
Labeled record card for GARM brand-safety frameworks. AI Files labeled document card · Public domain (generated label card)

Rakowitz/GARM charter language urges competitors to rise above individual commercial interest.

HJC quotes GARM charter and Rakowitz emails on ‘uncommon collaboration,’ competitors working together, and putting aside competitive concerns. [1]

In antitrust analysis, that vocabulary is radioactive: horizontal competitors aligning on where not to spend can look like a boycott agreement. [2] [1]

GARM’s steelman: shared definitions reduce accidental funding of terror/CSAM without dictating political news.

Bottom line Documented

The collaboration slogan is in the documentary record HJC published.

What the record can’t settle

Slogan ≠ completed Sherman Act conspiracy — that needs agreement + harm elements a court accepts.

The 90% claim and Steer Team composition

Record · Mixed

Labeled record card for the World Federation of Advertisers.
Labeled record card for the World Federation of Advertisers. AI Files labeled document card · Public domain (generated label card)

HJC leans on WFA’s claim that members represent ~90% of global ad spend; Steer Team includes Unilever, Mars, Diageo, P&G, GroupM.

WFA’s ‘Who we are’ materials claim members account for roughly 90% of global advertising spend. [1] [2]

HJC describes Steer Team brands and GroupM (world’s largest media buyer) as governance core. [2] [3]

Market-power math is contested in antitrust litigation — Boyle’s dismissal shows pleading market definition/harm is hard even with scary percentages.

Bottom line Mixed

WFA’s own spend claim and Steer Team membership are on the record; legal ‘market power’ is a separate question.

What the record can’t settle

Trade-association boast ≠ proven relevant antitrust market.

HJC foregrounds worldview email: frustration with globalizing US Constitution speech norms ‘made by white men exclusively.’

HJC quotes 2019 Rakowitz email to WFA colleagues including Loerke criticizing extreme global interpretation of the US Constitution and anonymous free-speech advocacy. [1]

Used to argue GARM leadership was hostile to American speech culture — character evidence in a staff report.

Not a crime; relevant to critics’ claim that ‘safety’ was always political.

Bottom line Documented

Email is in the HJC document set; interpretive weight is contested.

What the record can’t settle

Ugly opinions ≠ Sherman Act elements.

HJC describes ANA Growth Council leaders overlapping WFA/GARM creation to avoid duplicate efforts.

HJC ties ANA Growth Council (Pritchard/P&G orbit) into GARM’s creation story alongside WFA. [1] [2]

This is institutional network evidence — not proof of a single switch.

US advertiser association presence matters for ‘global elites’ rhetoric and for ordinary trade-association defense alike.

Bottom line Mixed

Overlapping CMO networks are documented in the staff report’s institutional map.

What the record can’t settle

‘Big Six’ agency holding companies inside the tent

Record · Mixed

GroupM logo.
GroupM logo. GroupM · Public domain

HJC emphasizes that major agency holding companies fell under GARM’s umbrella.

Staff report describes Big Six membership as bringing nearly every major agency under GARM’s roof. [1]

If true at the claimed breadth, standards propagate through the buyers who execute campaigns — not only through brand CMOs.

Exact membership tables should be checked against contemporaneous GARM member pages, many now gone with discontinuation.

Bottom line Mixed

Agency-holding-company reach is central to HJC’s market-power story.

What the record can’t settle

Post-discontinuation link rot; rely on HJC’s contemporaneous characterization plus surviving WFA pages.

Labeled record card for GARM brand-safety frameworks. AI Files labeled document card · Public domain (generated label card)

Shared categories from ‘do not monetize’ floor up through sensitive-but-suitable tiers.

GARM’s Floor/Suitability materials define sensitive content categories and monetization guidelines — the core product GARM advertised. [1] [2]

WFA’s discontinuation statement claims tools helped cut ads beside harmful/illegal content from 6.1% (2020) to 1.7% (2023) — a self-reported metric. [3]

Critics say category words like ‘misinformation’ and ‘hate’ become viewpoint filters when applied by ideologically aligned buyers.

Bottom line Documented

The Floor/Suitability framework existed and was GARM’s public centerpiece.

Labeled record card for GARM adjacency standards. AI Files labeled document card · Public domain (generated label card)

Companion rules for how near an ad may sit to suitable-but-sensitive content by format.

WFA publishes the Adjacency Standards Framework as companion to Floor/Suitability (feed/stories/video/audio separation rules). [1]

This is classic brand-safety engineering — distance from edge content — and harder to dismiss as pure politics than exclusion lists of named outlets.

Still: adjacency controls, once standardized industry-wide, can shrink the monetizable graph for whole genres.

Bottom line Documented

Adjacency standards are primary WFA/GARM product history.

What the record can’t settle

Technical standards can still have political distributional effects.

June 2022 GARM misinformation definition; HJC says it was delayed to match EU Code language.

GARM announces misinformation guidelines alongside adjacency/metaverse work. [1]

HJC states GARM delayed launch to align with European Commission Code of Practice definitions — identical language claim. [2] [3]

A vague ‘societal harm’ misinfo standard is where brand safety and speech politics collide.

Bottom line Mixed

Guideline announcement is primary; ‘weaponization’ is the contested inference.

Labeled record card for GARM brand-safety frameworks. AI Files labeled document card · Public domain (generated label card)

Strongest defense: shared floors stop brands funding illegal harm without a Ministry of Truth.

WFA’s discontinuation narrative: voluntary tools after Christchurch and ads beside terrorism/CSAM. [1] [2]

On this steelman, Daily Wire fights and Twitter boycotts are separate agency/brand choices misattributed to GARM’s floor.

The steelman must still explain Rogan emails admitting brand safety was ‘somewhat separate’ when ads were not auto-slotted. [3]

Bottom line Debated

Coherent defense of the founding lane — under pressure from HJC’s beyond-adjacency examples.

What the record can’t settle

Steelman is not a verdict; it is the best opposing path.

Monetization and moderation are ‘inextricably linked’

Labeled record card for GARM brand-safety frameworks. AI Files labeled document card · Public domain (generated label card)

GARM documents (HJC) admit the link while publicly disclaiming content-moderation control.

HJC quotes GARM acknowledging monetization and moderation are inextricably linked. [1]

Public FAQ posture: we do monetization guidance, platforms do moderation. [1]

That tension is the conceptual heart of the scandal: money as soft moderation.

Bottom line Mixed

The linkage concession is why speech advocates treat ad standards as speech policy.

What the record can’t settle

Linkage ≠ identity; platforms still set hosting rules.

2022–2023 announcements expand brand-safety speech into new surfaces.

June 2022 announcement pairs misinfo guidelines with metaverse expansion. [1]

HJC warns GARM’s AI/ad-tech trajectory could automate viewpoint filters. [2]

Discontinuation cuts short whether those playbooks would have become default industry law.

Bottom line Mixed

Expansion ambition is documented; post-2024 trajectory is moot for GARM-the-org.

October 2021 thread HJC publishes: monitor until they ‘cross the line’; Daily Wire already excluded as Conspiracy Theories.

HJC reproduces John Montgomery (GroupM) email analogizing Breitbart: hated ideology but waited for ‘misinformation’ line-crossing; recommends watching Daily Wire the same way. [1] [2]

Joe Barone replies Daily Wire is already on GroupM’s Global High Risk exclusion list, categorized as Conspiracy Theories. [1]

Rakowitz in the same chain claims GARM is ‘explicitly nonpartisan’ — then later denies to Committee he discusses GroupM monetization lists. [1]

Bottom line Documented

The emails are documentary. Whether they prove GARM-as-cartel or GroupM-as-agent is the legal fight.

What the record can’t settle

GDI’s October 2022 US brief lists ‘riskiest’ sites including NY Post, Daily Wire, Federalist, RealClearPolitics, Reason, etc., and ‘least risky’ including BuzzFeed News and HuffPost. [1] [2]

HJC cites Rakowitz emails advising platforms/ad-tech/agencies to use independent checkers including GDI and NewsGuard. [2]

Defenders: third-party risk scoring is ordinary brand safety. Critics: the scores encode left media hegemony as ‘risk.’

HJC cites member outreach urging WFA/GARM to condemn Fox coverage after Rittenhouse acquittal.

HJC describes a member asking WFA to call out Fox narratives; a consultant’s inflamed language; Stephan Loerke saying platform hate-speech standards should also apply to media owners. [1]

This is staff-report framing of internal email politics — not a completed advertiser boycott of Fox proven in court.

It matters as evidence of appetite to extend ‘platform’ brand-safety norms to cable news.

Bottom line Alleged

Email appetite to pressure Fox is what HJC published; outcomes vary.

What the record can’t settle

Rakowitz admits brand safety is ‘somewhat separate’ on Rogan

Record · Documented

Spotify logo.
Spotify logo. Spotify AB · CC0

Emails say brands aren’t being slotted into the podcast by accident — so classic adjacency brand safety is a weak fit.

HJC quotes Rakowitz to Coca-Cola: brand safety is somewhat separate on Spotify versus a Facebook newsfeed because brands aren’t slotted into Rogan accidentally. [1]

That line is central for critics: if ads aren’t adjacent by algorithm, the campaign looks like viewpoint punishment, not adjacency hygiene.

Defenders reframe as platform-level trust & safety still affecting brand reputation.

Bottom line Documented

The ‘somewhat separate’ concession is a documentary high-water mark for the beyond-brand-safety critique.

Rakowitz email: can’t publicly advise all clients to do X — that gets us into hot water.

X’s complaint treats GARM membership duties and synchronized pullbacks as a group boycott. [2]

WFA/GARM maintain voluntary independent decisions; Boyle later finds X failed to state a federal antitrust claim. [3] [5]

HJC walks the Bates chain: Unilever → Facebook → policy explanation that candidate ads aren’t fact-checked so voters can see politician speech → Rakowitz private reply ‘Honestly reprehensible.’ [1] [2]

In testimony, Rakowitz frames his reaction as frustration at inconsistent policies — not as a demand to censor Trump. [1]

That is staff-highlighted intent evidence for election-adjacent pressure — still not a finding that GARM flipped votes.

Separate Hunter Biden laptop ‘overtly partisan’ Unilever gripe appears in HJC’s Musk-era section. [1]

Small vignette, big conceptual point for consumer-antitrust framing.

Bottom line Mixed

HJC’s product-review vignette is documentary color on misinfo scope creep.

What the record can’t settle

One vignette ≠ systematic suppression of all reviews.

Ownership change triggers advertiser risk reviews industry-wide.

Acquisition completion is contemporaneous public fact. [1]

Digiday reports GroupM telling clients Twitter is a high-risk buy soon after. [2]

Causal fork: independent brand fear of Musk-era moderation vs GARM-orchestrated boycott (or both).

Bottom line Documented

Close date and advertiser nervousness are solid; orchestration is the disputed mechanism.

What the record can’t settle

Correlation of pullbacks with acquisition ≠ GARM command.

HJC/X quote Orsted asking about a possible boycott and later attributing stoppage to GARM recommendations — Rakowitz denies.

4 Nov 2022: Orsted asks to hear GARM perspectives on the Twitter situation and a possible boycott. [1] [2]

April 2023: Orsted writes ads stopped ‘Based on your recommendations’; Rakowitz replies denying WFA/GARM recommended stopping paid ads because that is competitively sensitive. [1]

Timing note: Committee first contacted GARM 22 Mar 2023 — between Orsted’s ask and Rakowitz’s written denial. [1]

Bottom line Documented

Orsted’s attribution email is the boycott theory’s best single document; denial is also on paper.

What the record can’t settle

One member’s email is not a signed industry pact.

HJC says Musk takeover was extensively debriefed on monthly calls; Rakowitz denied acquisition was discussed.

HJC cites WFA employee pitch language about extensive debriefing around Musk’s takeover on community calls — contradicting Rakowitz testimony. [1]

November 2022 member survey: large majorities see ownership change as significant/negative — results shared at least to Steer/WFA Executive Committee contexts per HJC. [1]

Information exchange plus parallel pullbacks is a classic antitrust ‘plus factor’ story — still lost at the pleading stage before Boyle.

Bottom line Mixed

Documentary clash with testimony is real; legal weight was not enough for X’s complaint as pled.

What the record can’t settle

Committee credibility findings are not jury verdicts.

Feb 2023 internal joke/edit about challenging Musk and Twitter revenue — central exhibit for both HJC and X.

HJC quotes Rakowitz offering edits joking he is ‘the idiot who challenged Musk on brand safety issues. Since then they are 80% below revenue forecasts.’ [1] [2]

Testimony: self-effacing joke about a tweet that went sideways — not a claim of causal credit. [1]

Critics: you don’t brag-joke that way without believing the pressure worked.

Bottom line Documented

The email text is primary. Causal boast vs joke is interpretation — and never tried to a jury in X’s case.

What the record can’t settle

Revenue percentage figure is unsourced in the joke itself.

Trade associations sometimes threaten membership consequences; whether that equals illegal boycott is the doctrinal fight.

Critics: brand safety talk collapsing into partisan media criticism.

Defenders: advertisers may dislike platform owners’ political communication without that proving a boycott agreement.

Advertisers each fled Musk-era Twitter risk; GARM was a chat room and standards body, not a switch.

Boyle’s dismissal aligns with a world where optional standards + independent brand decisions don’t plead a Sherman Act group boycott. [1] [4]

Orsted’s ‘recommendations’ email still needs explaining — parallel-path answers include misunderstanding, loose language, or non-binding advice.

HJC’s strongest emails (Rogan beyond adjacency; ideology hate + exclusion lists) can be real agency bias without proving WFA ran a cartel.

Open question: what is the antitrust ‘consumer harm’?

Open question · Debated

Scales of justice (Pearson Scott Foresman).
Scales of justice (Pearson Scott Foresman). Pearson Scott Foresman · Public domain

HJC says reduced viewpoint choice; classic antitrust asks about price/output in a market.

Staff report frames demonetization as limiting consumer choice of voices. [1]

Traditionalist critique: speech injury may be real without fitting Sherman Act harm tests — Boyle’s gate is downstream of that tension. [2]

This is why ‘guilty of silencing’ and ‘liable under §1’ can diverge.

Bottom line Debated

Harm theory is the soft underbelly of the cartel path in court.

Daily Wire / House GOP narrative: demonetization machine dressed as safety.

Owner-pointer Daily Wire piece on Judiciary site amplifies ‘broke law to silence conservatives.’ [1] [4]

GDI risk lists and GroupM Daily Wire exclusion are exhibit A in that memory. [3] [2]

Risk: overclaiming that every lost ad dollar traces to GARM rather than to agency/brand choices and platform policies.

Bottom line Mixed

Documented exclusions and HJC emails feed this memory; causation breadth varies.

What the record can’t settle

Not every conservative monetization complaint equals GARM.

WFA line: voluntary hygiene misconstrued; drained; ended.

Discontinuation and settlement statements emphasize misconstrual, resource drain, and speech commitments. [1] [2]

AP frames GARM as a ‘small’ brand-safety initiative. [3]

Risk: ‘small’ rhetoric understates Steer Team market footprint HJC emphasizes.

Bottom line Mixed

WFA’s self-memory is consistent across discontinue/settle pages.

What the record can’t settle

Self-memory is not neutral history.

Suggested order: WFA launch → frameworks → HJC PDF → X complaint → discontinue → Boyle → settle.

Primary spine beats cable paraphrase. [1] [2] [3]

Owner pointer Daily Wire/HJC In The News piece is a topic intent signal, not the verdict. [4]

Rival paths below rate themselves against the critical path, not against vibes.

Bottom line History

Method is part of the story because the scandal is made of PDFs.

What the record can’t settle

Link rot after discontinuation is real — archive copies matter.

No Ukraine deep dive; no Grokipedia cites; no true/false-by-technicality Snopes voice.

Ukraine war content is out of site scope; HJC’s Ukraine exclusion-list email is noted only as process evidence inside ad-tech. [1]

Grokipedia is never a cited source.

Ratings are small badges under a story-first layout.

Epistemology constraints are explicit.

What the record can’t settle
