Brand Safety or Boycott?

On 10 July 2024, House Judiciary majority staff released “GARM’s Harm,” arguing that the World Federation of Advertisers’ Global Alliance for Responsible Media had organized advertiser power to demonetize disfavored platforms and outlets. Less than a month later, X Corp. sued. Within days, WFA discontinued GARM.

GARM was sold as voluntary brand safety after Christchurch and adjacencies to terror and child-abuse content. Critics — including a Republican House staff report and Elon Musk’s X — call it an advertising cartel that starved right-leaning media and Twitter/X. A federal judge later dismissed X’s antitrust case; WFA then settled on appeal and pledged not to restart GARM. This guide holds the primary documents, the court arc, and the rival paths in one place.

Chapter 1

After Christchurch, the money flinches

In March 2019 a terrorist livestreamed mass murder in Christchurch. Advertisers who had spent a decade training audiences to scroll past “brand unsafe” horror suddenly faced the worst version of adjacency: paid inventory beside terror. [1] [2]

That shock is not a conspiracy theory. It is the weather the World Federation of Advertisers cites when it later explains why it built a new alliance.

Chapter 2

Cannes, 2019: GARM is born

In June, at Cannes, WFA and a slate of founding brands announce the Global Alliance for Responsible Media. The pitch is collaboration: shared definitions of harmful content, shared pressure on platforms, fewer accidents where a soap ad funds a nightmare. [3] Launch release

Rob Rakowitz — Mars media veteran turned Initiative Lead — becomes the public operator of that machine. [4] [5]

Chapter 3

Frameworks with teeth

GARM’s product is not a TV show. It is paperwork with market consequences: a Brand Safety Floor, a Suitability Framework, later Adjacency Standards, later still misinformation guidelines tuned toward European soft law. [6] [7] [8] Floor & suitability

If every major buyer maps the same tiers into the same ad-tech switches, “voluntary” starts to look like infrastructure.

Chapter 4

The inbox turns political

House Judiciary majority staff will later publish the emails that explode the hygiene story. GroupM executives discuss Breitbart and the Daily Wire in the language of ideology and exclusion lists — watch them until they “cross the line,” and, in Daily Wire’s case, note they are already parked on a global high-risk list as “Conspiracy Theories.” [4] The GroupM thread

Rakowitz, on paper, says GARM is nonpartisan. Critics read the thread as the mask slipping.

Chapter 5

Rogan, Spotify, and “somewhat separate”

January 2022: Neil Young forces a public choice about Joe Rogan’s COVID talk. Behind the celebrity spat, GroupM and GARM’s Steer Team lean on Spotify. The awkward admission lands in email: brand safety is “somewhat separate” when ads are not being auto-slotted into the podcast. [9] [4] Beyond adjacency

Another line becomes legend on the right: Rakowitz telling a brand he can’t publicly advise all clients to do X — that is anticompetitive hot water — but he can help one-to-one. [4] Hot water

Chapter 6

Musk buys Twitter

October 28, 2022: the deal closes. Advertisers panic, posture, or both. GroupM tells clients Twitter is high risk. Orsted asks GARM about a “possible boycott,” later writes that it stopped paid ads “based on your recommendations,” and Rakowitz denies that GARM recommended any such thing. [10] [11] [4] Orsted emails

Internally, a February 2023 joke about challenging Musk and Twitter running “80% below revenue forecasts” becomes Exhibit A for anyone who already believed the squeeze was the point. [4] The 80% line

Chapter 7

Congress publishes the binder

July 10, 2024: House Judiciary majority staff release *GARM’s Harm*, argue Sherman Act liability, and haul the emails into daylight. Ben Shapiro becomes the face of the hearing narrative for millions who will never read a Bates stamp. [4] [12] [13] The staff report

Label it correctly: this is a Republican staff report — a primary archive of documents and an advocacy brief about what they mean.

Chapter 8

Sue first, dissolve fast

August 6: X Corp. files in federal court in Texas, naming WFA and major advertisers, alleging a GARM-centered group boycott. [14] The complaint

August 8–9: WFA discontinues GARM, complaining that allegations misconstrue a small initiative and drained it. [2] [15] Discontinuation

Whatever else is true, the sequence teaches every trade association the same lesson: these email cultures are combustible.

Chapter 9

The court closes one door

March 26, 2026: Judge Jane Boyle dismisses X’s remaining claims with prejudice for failure to state a federal antitrust claim (while sorting jurisdiction for other defendants). [16] Dismissal

That is a real loss for the cartel-as-pled theory. It is not a magical unpublishing of the HJC binder.

Chapter 10

Settlement, with a pledge

July 29, 2026: WFA and X announce they are putting the GARM litigation behind them. WFA repeats that GARM is gone and says it will not form or restart GARM or a similar initiative. [17] [18] Settlement

Chapter 11

Two movies, one inbox

Movie one: after Christchurch, grown-up brands built shared floors so soap ads would not fund terror; a culture-war Congress and a platform owner turned ordinary suitability into a show trial; a judge correctly refused to stretch Sherman Act doctrine. [2] [16]

Movie two: “uncommon collaboration” was always about funding approved narratives; the emails about ideology, Rogan, Trump ads, and Twitter recommendations are the point; the lawsuit’s real victory was deleting the machine even without a liability verdict. [4] [17]

This guide holds both against the critical path — and keeps the PDFs where you can open them.

How this guide works

Sources and method

This guide leads with primary sources on the claim spine: WFA launch and discontinuation statements, GARM framework announcements, the House Judiciary interim staff report (with Bates-stamped document cites), the X Corp. complaint, Judge Boyle’s March 2026 dismissal order, and the July 2026 WFA–X settlement statement.

The House Judiciary interim report is a Republican majority staff product. It is treated as a primary compilation of internal emails and as an advocacy legal conclusion — not as a court finding. X’s complaint is a pleading. WFA’s statements are self-description.

Mainstream and trade reporting is labeled as such. Rival critical paths are stated at their strongest and measured against the path.

Grokipedia is never cited. Ukraine-war narrative is out of scope except where GARM emails about ‘Ukraine war’ exclusion lists appear as brand-safety process (not as a war deep-dive).
