The theories

Was Kennedy killed to keep the Vietnam War going?

Kennedy ordered 1,000 men home. Johnson escalated. Did one cause the other?

RECORD / AT A GLANCE

Withdrawal plan documented; motive theory unproven

Documented that Kennedy approved the October 1963 plan to pull 1,000 personnel by year’s end and the goal of finishing “the major part” of the U.S. task by the end of 1965. Documented that Johnson’s first directive, NSAM 273, kept those withdrawal objectives while ordering planning for more action against North Vietnam. Disputed whether Kennedy would have pulled out entirely; his own recorded words tie withdrawal to the war going well. Unproven that the war was a motive for the assassination.
