Is there a client list?

What people mean by it, what the government says, and what the records actually hold

Where the idea came from

A reasonable expectation, a confusing record.

The idea makes sense. Epstein ran a scheme that prosecutors say harmed more than a thousand victims, he moved among the very rich, and he kept phone books, flight logs and photographs. Giuffre testified in 2016, in papers unsealed in 2019, that Maxwell directed her to have sex with men including Prince Andrew, former Senate leader George Mitchell, former New Mexico governor Bill Richardson, the hedge-fund manager Glenn Dubin and the scientist Marvin Minsky. The living men denied it; none was charged. [1][4]

In January 2024 a judge unsealed names from Giuffre’s suit against Maxwell, and social media called it “the client list.” It was not: the names included accusers, employees, police, people who appeared in depositions and people mentioned in passing, such as Michael Jackson. [2]

In February 2025 Attorney General Pam Bondi told Fox News the list was “sitting on my desk.” In July her department and the FBI said they found “no incriminating client list.” Bondi said she had meant the whole case file. Many of Trump’s own supporters felt deceived, and the backlash led to the transparency law. [3][4]

What we can’t tell you. Absence from the public record is not proof no list exists, but no witness or official has described one.

The list of about 300 names

A required report that became a new myth.

The transparency law required the Justice Department to report all government officials and “politically exposed persons” named or referenced in the files. Its 14 February 2026 report, signed by Bondi and Deputy Attorney General Todd Blanche and republished in the Federal Register on 27 August, lists about 300 names; by our count of the published text, 305. [1][2]

They range from Epstein’s documented associates to Elvis Presley, Marilyn Monroe, Janis Joplin, Kurt Cobain, Princess Diana, Queen Elizabeth II, Pope John Paul II and Margaret Thatcher, people who appear in news clippings, books or emails, some dead before Epstein was famous. Donald Trump, Bill and Hillary Clinton, Joe Biden, Elon Musk, Peter Thiel and Bill Gates are on it. The department wrote that names appear “in a wide variety of contexts.” A name on this list is not an accusation. [1][3][4]

What we can’t tell you. The report does not say where or how often each name appears, so it cannot be used to judge anyone.

What the record does show about other men

The strongest case that someone else should have been charged.

The strongest version of the client-list belief is not about a single document. It is that Epstein could not have done this alone, that other men abused victims he trafficked, and that the government has never charged them. The record supports part of that. The 2007 Florida deal protected unnamed “potential co-conspirators.” Maxwell was convicted of trafficking girls for Epstein. Victims have named other men in sworn testimony. A 2019 FBI document released in 2026 refers to Les Wexner as a “co-conspirator”; Wexner’s lawyer says prosecutors told him in 2019 he was a source of information, not a target, and he has never been charged. [2][3][4]

The Justice Department’s 2025 memo said it found no evidence that could “predicate an investigation against uncharged third parties.” That is a statement about what prosecutors think they can prove, not a finding that no one else did wrong. When Reps. Khanna and Massie found six redacted names in two hours, the department said four were random people from an FBI photo lineup; the other two, Wexner and the Dubai ports executive Sultan Ahmed bin Sulayem, appear in the files hundreds or thousands of times, mostly in correspondence. [1][2]

What we can’t tell you. Prosecutors’ charging decisions are rarely explained. Survivors’ lawyers say some accusations were never fully investigated; the department disputes that.

UNPROVEN The man and the money

“Les Wexner was part of Epstein’s crimes.”

A 2019 FBI document in the files calls him a “co-conspirator.” His lawyer says prosecutors told him in 2019 he was a source, not a target; he has never been charged. What is documented is damning enough on its own terms: for years he gave Epstein the money, property and standing that made the rest possible.

Who says it: Reps. Khanna and Massie read his name from unredacted files.
