The three memos

How the money moved.

The Oversight Committee’s first bank-records memo, in March 2023, followed the $3 million wire from State Energy HK into Robinson Walker LLC on 1 March 2017, when the account held about $159,000. The next day $1,065,000 went to Gilliar’s company in Abu Dhabi, and over three months $1,065,692 went to Biden accounts in small wires: $5,000 and $25,000 to a “Biden,” $25,000 to Hallie, payments to James’s company JBBSR and Hunter’s firm Owasco. [1][4]

The second memo, in May 2023, counted more than $10 million from foreign nationals’ companies to the family and their associates and set out the Romanian money: from November 2015, Bladon Enterprises, a Cypriot company of the Romanian businessman Gabriel Popoviciu, paid Robinson Walker more than $3 million, about a third of which reached Biden accounts, in near-identical splits with Gilliar’s company. [2]

The third, in August 2023, added Russia, Ukraine and Kazakhstan and put the total “over $20 million” in foreign payments to “the Biden family and their business associates.” The Committee noted it had not subpoenaed any Biden family member’s own bank records. [3]

What we can’t tell you. The memos are majority staff documents; the underlying bank records were not published in full.

What the $20 million and $27 million mean

Totals, recipients and the missing step.

The figures combine very different things: gross wires into business accounts, payments to Archer, Walker and Gilliar, and smaller sums to Biden relatives. The June 2024 referral put money to the family and its companies at more than $18 million and above $27 million including associates. [1][2]

The Republican majority’s August 2024 report said “overwhelming evidence” showed Joe “participated in a conspiracy to monetize his office of public trust to enrich his family,” by attending dinners and taking calls with his family’s partners. The Democratic minority said the inquiry had produced no evidence that Joe received any of the money or took an official act for it. The House never voted on articles of impeachment. [3][4][5]

What we can’t tell you. The totals cannot be reconciled from public sources alone.

  2. House Republicans refer Hunter and James Biden for prosecution, June 5, 2024 ↗

Primary statement of lawmakers’ accusations, not a charging document. Explicitly distinguishes $18 million to family members/related companies from $27 million including associates.

  3. House Republican impeachment inquiry report, August 19, 2024 ↗

Original majority investigators’ argument; conclusions about a conspiracy are attributed, not adopted as judicial findings.

  4. House Oversight Democratic counter-memorandum, August 19, 2024 ↗

Original minority argument and transcript citations. Its “exonerates” headline is a partisan conclusion, not an acquittal after a trial.

  5. Axios: Republican impeachment report, August 19, 2024 ↗
