Federal workforce and oversight — watchdogs & civil service.

The AI Files · Donald Trump · 2016–2026

Fired watchdogs and the civil service

On 24 January 2025 the White House fired about seventeen inspectors general in a single evening — without the thirty days’ notice Congress wrote into the Inspector General Act.

This guide keeps the U.S. Code, the executive orders, and Judge Reyes’s opinion on the spine. Rival camps get their own paths: deep-state purge, spoils redux, “rigged” jobs numbers, and notice-as-optional. Schedule F doctrine depth and retribution prosecutions stay in their sibling guides.

The story

The story

From the Inspector General Act’s bargain to Schedule Policy/Career — personnel as a governing tool.

Chapter 1

Start with the bargain, not the slogan

Congress built inspectors general to look for waste and abuse inside agencies — and to report to Congress as well as to agency heads. Independence was the point. So was a presidential removal power wrapped in notice. If you skip that bargain, every later fight in this file turns into vibes. [1] [2]

Chapter 2

Removal is real

The U.S. Code says an inspector general may be removed by the President. That sentence is not a rumor. Critics who claim presidents “cannot fire IGs” are already off the critical path. [3]

Memo (guide pool).
Memo (guide pool). Guide image pool / Wikimedia Commons where noted · see credit; re-encoded, EXIF stripped

Chapter 3

Notice is also real

Since 2008 the President has owed Congress thirty days’ written notice before removing or transferring an IG. In 2022 Congress tightened the contents: a substantive rationale with detailed, case-specific reasons — not a shrug about lost confidence. [4] [2]

Chapter 4

First-term scripts

Earlier Trump-era IG fights taught two publics their lines: watchdogs as heroes, or watchdogs as partisan saboteurs. Those scripts reload in 2025. They do not decide whether January’s emails met § 403(b). [5] [2]

Chapter 5

Schedule F arrives

On 21 October 2020, EO 13957 created Schedule F — a new excepted-service home for policy-influencing career jobs, designed to make removals easier than Chapter 75 usually allows. [6] [7]

Biden (guide pool).

Chapter 6

Biden erases it

On 22 January 2021, EO 14003 revoked Schedule F and told agencies to stop conversions. The order spoke the language of Pendleton and merit. One network heard civilization restored; another heard the bureaucracy protecting itself. [8]

Chapter 7

The binder and the ballot

By 2024, bringing Schedule F back was a movement demand. Project 2025’s *Mandate* said so in public. Label that binder advocacy. It is not a statute, and it is not the EO that later governs. [9]

Chapter 8

Day one, new name

20 January 2025: EO 14171 reinstates the old order as Schedule Policy/Career, revokes EO 14003, and adds a clause that employees need not personally support the President — but must faithfully implement administration policies. [10] [11]

Doj (guide pool).

Chapter 9

Seventeen in one night

Four days later, about seventeen inspectors general were fired in short Presidential Personnel emails — no thirty-day notice, no case-specific rationale, effective immediately. The facts are largely undisputed in the opinion that follows. [12] [13]

Chapter 10

Congress notices the silence

The Senate Judiciary Chair and Ranking Member, one Republican and one Democrat, told the President the notice law had been skipped. Reyes later notes the letter — and the continued absence of the required package. [14] [12]

Chapter 11

Eight sue

In February 2025 eight fired IGs — Defense, Veterans Affairs, HHS, State, Energy, Agriculture, Labor, Small Business — filed *Storch v. Hegseth*, asking a court to put them back until the President removed them lawfully. [12]

Chapter 12

A weak print becomes a firing

1 August 2025: BLS reports a soft July jobs number and historically large downward revisions to May and June. Hours later Trump fires Commissioner Erika McEntarfer and calls the numbers “RIGGED.” [15] [16] [17]

Scale (guide pool).

Chapter 13

Evidence does not arrive

Large revisions are real. Fabrication is a different claim. Former commissioners describe a process in which the commissioner does not quietly rewrite the microdata. No public evidence of rigging accompanied the accusation. [18] [19] [20]

Chapter 14

Reyes splits the difference

24 September 2025: Judge Ana Reyes finds the IG Act’s notice and rationale rules were violated — and still denies preliminary reinstatement. “Illegal” and “undone” part company on the same day. [12] [13]

Chapter 15

OPM picks up the schedule

In February 2026 OPM finalizes Schedule Policy/Career rules. In June an implementing order begins moving positions. Covered employees, OPM says, are at-will. Scale remains an open empirical question. [21] [22] [11]

Chapter 16

Loyalty versus fidelity

Read the clause before the slogan. The order disclaims required personal political support and still makes faithful policy implementation a firing offense. One camp hears accountability; another hears spoils with better copy. [10] [8]

Chapter 18

Two memories, one calendar

Purge versus accountability is not a wording quibble. It is two critical paths sharing January 2025. The yardstick below is how this page keeps score without laundering either slogan as if it were the primary. [13] [10]

Chapter 19

Primaries before middle layers

Spine the U.S. Code, the EOs, the FR notices, and the opinion PDF. Wires corroborate. Advocacy binders get labels. That is the editorial bar that stops a Veritas-style middle-layer trap on any subject — including this one. [12] [10] [9]

Now (guide pool).

Chapter 20

The path still moves

Conversions continue; data trust is unsettled; remedies may still shift on appeal. A static “nothing to see” page would fail the same way a static “coup complete” page would. Watch the nodes. [11] [18] [23]

Plaintiff theory and allied commentary after January 2025.[1][2]

Why it lives

Matches the moral shock of mass-firing watchdogs overnight.

If it were true

Courts would reinstate IGs until full statutory compliance.

How it squares with the record

Reyes did find a notice/rationale violation. [1]

Reyes still denied preliminary reinstatement. [1]

EO 13957 / 14171 policy statements and 2024 personnel advocacy.[1][4][5]

Why it lives

Explains frustration with slow removals; converts management complaint into conspiracy color when thickened.

If it were true

Mass conversion to at-will policy schedules would restore democratic control without wrecking competence.

How it squares with the record

EO cites supervisor confidence surveys. [1]

OPM FAQ repeats low removal-rate anecdotes. [2]

2024–2026 opposition messaging around Project 2025.[1]

Why it lives

One binder is easier to narrate than a stack of EOs and dockets.

If it were true

Internal documents would show P2025 text as the operative drafting source for EO 14171 and the IG firings.

How it squares with the record

P2025 advocated civil-service restructuring. [1]

Operative legal instruments are EO 14171, OPM rules, and Reyes. [2] [3]

Press wires (AP, Reuters, NBC, CNN, ABC) are labeled as corroboration or claim quotation, not as substitutes for the opinion PDF or the EO text. Project 2025 is labeled advocacy. We never cite Grokipedia. Ukraine framing is out of scope.

Rival major-network views appear as theories with path.removes / path.adds / mustBeFake against the critical path. Unitary-executive doctrine depth and retribution prosecutions are cross-linked, not rebuilt.
