Is it still going on?

The question every witness gets asked.

The strongest version of this theory

Programs don’t die, they get renamed.

MKULTRA itself was a renaming of earlier work, and its own work continued as MKSEARCH. [1] The CIA lied about it for twenty years and destroyed the files. At the 2026 hearing, Representative Lauren Boebert said: “is it still going on today? I would be surprised if it was not.” [2]

What can be said

Evidence, assumption and rules.

Turner told the Senate that MKSEARCH continued parts of MKULTRA and that its funding ended in 1972. [1] The Rockefeller Commission said all drug testing programs ended in 1967. [2]

O’Neill told Congress in 2026: “I do not know. I cannot imagine that it did not though … I have no evidence of it being used, so it is a complete assumption.” Kinzer said modern propaganda and social media may make drugs unnecessary for “controlling minds of populations”. [3]

Executive Order 12333 bars intelligence agencies from human experimentation except under HHS rules with documented consent. [4] Whether that is always followed cannot be checked from public records.
