The story
The Jacob Frey story, told in order
Chapters follow the critical path — court first, adjacency labeled.

Chapter 2
Method before drama
Lead with primaries. Label mainstream as mainstream. Show rival paths. Jail “knew” lines are claim-layer. [1]

Chapter 5
The Salah pleas: Frey aide and Safari co-owner
Abdi Nur Salah worked for Mayor Jacob Frey, not Omar. Abdulkadir Nur Salah was a Safari co-owner. Both pleaded guilty. [4]
DOJ announced guilty pleas by the former mayoral aide and a Safari co-owner, with Safari alleged to have taken more than $16 million in fraudulent meal money. [1][2] [4]

Chapter 6
Stigma-Free International: the multi-city meals vehicle
DOJ: Abdi Nur Salah (Frey aide) and Ahmed Artan registered Stigma-Free; Willmar/Mankato and other sites claimed millions of meals. [5]
In the Bock indictment cluster, Abdi Nur Salah and Ahmed Mohamed Artan registered Stigma-Free International, used for sites in Willmar, Mankato, St. Cloud, Waite Park, and St. Paul. [1] [5]

Chapter 7
Frey and Ellison got defendant money too
KARE’s donor audit showed Minneapolis Mayor Jacob Frey and Council Member Jeremiah Ellison also received contributions from people later charged — a citywide pattern, not an Omar-only pipeline. [6]
KARE reported Frey received $9,000 from nine later defendants; Ellison received thousands and said he returned money. [1] [6]

Chapter 8
Frey, Fateh, Jeremiah Ellison also took defendant money
Omar was not unique: multiple Twin Cities DFL figures took FOF-defendant donations. Some returned; patterns differ. [6]
KARE 11: Frey $9,000 from nine defendants; Jeremiah Ellison $3,000 from five (returned/flagged); Fateh returned $11,000; Omar $7,400 → charity. [1][2] [6]

Chapter 11
Rival paths, held open
Court-first, access-enabled, ordinary-representation, and wrong-Omar cautions all stay on the table. Rival paths entry
