What he did in 1963

The agency’s own personnel file.

The CIA’s 1981 medal recommendation says Joannides returned from Athens in 1962 as deputy chief of the Psychological Warfare Branch of Task Force W in Miami, “did particularly well with the handling of exile student and teacher groups,” and “later in 1963” became chief of the branch. A January 1963 memo asked for a backstopped driver’s permit in the alias “Howard Mark Gebler,” requested by cable from the Miami station. [1][2]

The DRE was a student group that had fought Batista and then Castro. The House committee found it accepted U.S. government funding, which gave it outsized influence in the exile community. [3]

Its New Orleans delegate, Carlos Bringuier, confronted Oswald while he handed out Fair Play for Cuba leaflets on Canal Street in August 1963. Both were arrested, and they later debated on WDSU radio. A DRE leader told the committee that the group relayed information about Oswald to the CIA at the time. [3][4]

At the 2025 House hearing Jefferson Morley said Joannides’s agents in the program known as AMSPELL produced propaganda about Oswald’s pro-Castro activity both before and after the assassination. [5]

What we can’t tell you. The House committee concluded there was no relationship between Oswald and Bringuier or the DRE beyond the confrontation.

The liaison nobody explained

How the House committee’s CIA inquiry stalled.

Dan Hardway, a House committee researcher in 1977 and 1978, testified in 2025 that an August 1977 agreement gave the committee unexpurgated access to CIA files. He said things slowed in May 1978, when the CIA assigned Joannides as its liaison. Joannides refused unexpurgated access, in violation of the agreement. Hardway said he was never told Joannides’s 1963 role, and that the CIA had told the committee its DRE ties ended before 1963. [1]

The CIA’s medal recommendation says Joannides was selected in June 1978 to assist the agency’s coordinator for the House committee and was rated “Outstanding for his handling of this unusual special assignment” before retiring on 12 January 1979. He was approved for the Career Intelligence Medal in March 1981. [2]

The House committee concluded in 1979 that there had been no relationship between Oswald and the DRE except the confrontation. It did not know the CIA officer helping it had run the group. [3]

What we can’t tell you. Why the CIA did this is not documented. Hiding an embarrassing program and hiding a crime would look the same from outside.

The long fight for the file

Thirteen years in court.

Journalist Jefferson Morley filed a Freedom of Information request for Joannides’s records in 2003. The federal appeals court in Washington noted in 2016 that the litigation had lasted more than a decade and produced several hundred documents, including travel records and the photograph and citation from his career medal. [1]

In July 2025, after more of his file was released, Representative Anna Paulina Luna said: “We just learned definitively that the CIA has been lying for 62 years.” [2][3]

What we can’t tell you. Luna’s statement is a political characterization; what the file proves is the concealment, not a plot.
