Oppo research chain 2016
Who paid
Perkins → Fusion → Steele.
Perkins Coie retained Fusion GPS for Democratic clients
Record · Documented
Official portrait of Secretary Hillary Clinton. U.S. Department of State (public domain) · Public domain — U.S. government work
After Republican primary research ended, Clinton campaign/DNC funding through counsel paid Fusion.
Funding opposition research is legal and common in U.S. campaigns. What made this chain historically important is that unverified product later entered FBI and media channels. [1][3]
Glenn Simpson’s Fusion shop had previously done Republican-funded Trump research in the primary; Democratic funding continued the Russia-focused work. [1][4]
Bottom line Documented
Documented retainer chain; legality of oppo research ≠ corroboration of Steele’s claims.
What the record can’t settle
Civil FEC issues are separate (see FEC settlements entry).

FEC civil settlements over Fusion payment reporting
Record · Official finding
Official portrait of Secretary Hillary Clinton. U.S. Department of State (public domain) · Public domain — U.S. government work
Hillary for America paid $8,000 and the DNC $105,000 in civil conciliation over purpose-of-disbursement reporting.
Payments to Perkins Coie for Fusion work were reported as legal services. FEC enforcement produced civil conciliation agreements. [1][2]
Civil penalties and non-admission language are not criminal convictions. They also do not prove the dossier’s allegations. [2]
Some foreign-national allegation threads in related FEC matters had separate dismissal outcomes; do not conflate them with the purpose-reporting settlements. [3]
Bottom line Official finding
Documented civil reporting violation settlements — not a criminal ‘Clinton dossier crime’ finding.

Mainstream-adjacent path: legal research, reckless Bureau tradecraft, no Clinton crime.
Funding Fusion through counsel is ordinary hardball politics; FEC civil reporting failures are the documented campaign-finance wrong. [1][2]
On this reading, the scandal is primarily FBI/FISA tradecraft (OIG, Clinesmith) and media overclaim — not a Clinton criminal plot. [3][4][5]
Clinton Plan intelligence remains, on this path, unverified Russian analysis the FBI should still have examined — Durham’s point — without proving Clinton’s approval. [6][7]
Bottom line Debated
Explains much of the record without a Clinton conspiracy charge — and must still face Plan intel + Durham’s double-standard critique.

Counsel layers complicate slogans that ‘Hillary personally hired Steele.’
Durham’s funding narrative runs through Perkins Coie counsel including Elias’s role in retaining Fusion. [1][2]

Counsel chain documented; personal knowledge questions remain more open.

Christopher Steele’s Orbis produced the memoranda later called the dossier.
In mid-2016 Fusion hired Steele to collect on alleged Trump–Russia ties. Memos were written and circulated. [1][2][3]
Production and circulation are documented. Corroboration of the memos’ most sensational claims is not what OIG or Durham found. [2][1]
Steele’s primary sub-source later became a Durham defendant and was acquitted — a trial outcome about alleged lies to the FBI, not a validation of the memos. [4]
Bottom line Documented
Memos exist as a research product; they are not a verified intelligence finding.

OIG and Durham document Steele’s FBI contacts, Bruce Ohr channel, and media briefings.
Steele provided reporting to the FBI and, through other channels including Bruce Ohr, kept DOJ/FBI officials aware of Fusion’s work. [1][2]
Contemporaneous press stories — including Isikoff’s September 2016 Yahoo piece — show the research network briefing journalists while seeking official action. [3][1]
The FBI later closed Steele as a confidential human source after unauthorized press contacts, per OIG. [1]

Sussmann brought Alfa-related data to the FBI; Durham’s false-statement case ended in acquittal.
In September 2016 Michael Sussmann met the FBI with data purported to show odd DNS activity between Trump Organization domains and Alfa Bank. [1][2]
Durham charged Sussmann with lying about who he represented. A jury acquitted him in May 2022. [3][1]
Acquittal is not a finding that the DNS theory was true; it is a finding that Durham did not prove the charged false statement beyond a reasonable doubt. [3]
Bottom line Mixed
Tip path documented; secret-channel theory unproven; Sussmann acquitted on the charged lie.

Crossfire Hurricane opened on the Australia tip — not the dossier
Record · Official finding
FBI imagery. AI Files record card (institutional / place / document context — not a person face) · Public domain — U.S. government work
OIG concluded the July 2016 opening was predicated on Papadopoulos information from Australia.
On July 31, 2016, the FBI opened Crossfire Hurricane. OIG found the opening was authorized based on the Australia tip about George Papadopoulos. [1][2]
That matters for origins arguments: the dossier did not open the case. Later use of Steele material in FISA is a separate critical-path node. [1][3]
Durham still argued the Bureau should not have launched a full investigation on that predicate and treated Clinton-related information differently. [3]
Bottom line Official finding
Mainstream OIG: opening authorized on Australia tip. Durham: full investigation still unjustified.
What the record can’t settle
Does not rebuild Papadopoulos’s full chronology (see Russiagate).

Michael Horowitz, DOJ Inspector General. United States Department of Justice (public domain) · Public domain — U.S. government work
OIG found serious errors and omissions, including Steele-related problems; Clinesmith later pleaded guilty.
OIG Report 20-012 documented at least seventeen significant errors or omissions in the Carter Page FISA applications and renewals. [1]
Steele reporting was used despite warning signs; the FBI’s January 2017 interview of Steele’s primary sub-source raised significant reliability questions that were not properly reflected in renewals. [1]
FBI attorney Kevin Clinesmith pleaded guilty to altering an email used in a renewal — individual criminal liability inside the Bureau. [2]
Bottom line Official finding
Official finding: FISA process failed badly. That is not the same as proving Clinton directed the warrants.

DOJ building. U.S. government · Public domain — U.S. government work
Bruce Ohr’s contacts with Steele/Fusion and Nellie Ohr’s Fusion contracting became a flashpoint; OIG criticized aspects of handling.
Bruce Ohr provided a channel between Steele/Fusion information and DOJ/FBI officials. [1][2]
Nellie Ohr’s Fusion contracting is documented in the same investigative narratives; viral claims sometimes inflate it into a master-plot node without new proof. [2]
Bottom line Disputed
Channel documented; ‘master plot’ overlay often exceeds the record.

Mueller, the GRU indictment, and SSCI Vol.5 document a Russian hack-and-leak operation. This guide does not rebuild that spine.
Every serious investigation—including Republican-led Senate work—found Russia hacked Democratic targets and released material to hurt Clinton. [1][2][3]
Saying “Russiagate was a hoax” often mixes two claims. Interference is documented. A Trump–campaign conspiracy was not charged. Both can be true at once. [1][5]
Operational detail, IRA activity, and contact-by-contact Mueller narrative live in the Russiagate full guide. [4]
Bottom line Documented
Mainstream boundary: interference established; conspiracy not charged.

The ICA assessed Russian activities and a preference regarding Trump; later tradecraft reviews criticize process.
The declassified ICA set public baseline judgments about Russian interference and intent. [1]
2025 CIA tradecraft and ODNI releases criticize how the ICA was produced and framed. Those criticisms are part of the origins fight; they do not erase the GRU charging record. [2][3][4]
Rival camps read the ICA as either careful consensus or politicized product. This guide labels both readings and points to primaries. [1][3]
Bottom line Official finding
ICA is an analytic assessment with later process fights; not a criminal verdict about Clinton oppo research.
How mainstream media amplified an unverified research product
Record · Partly true
2016 election imagery pool. Commons / U.S. pool · Public domain / freely licensed
Major outlets treated investigation themes as near-settled while the dossier itself remained unverified.
After BuzzFeed, years of coverage normalized ‘collusion’ expectations that outran Mueller’s eventual split text. [1][2][4]
Conservative major networks told a rival story emphasizing Clinton funding and FBI abuse — sometimes overstating courtroom outcomes. [3][8]
This is the middle-layer trap the site’s editorial bar rejects: leading with a primary (Steele/Fusion) while quietly spining a secondary’s verdict. Primaries stay on the spine. [5][6][7]
Bottom line Partly true
Partly true: amplification happened; ‘everyone knew collusion was proved’ was always ahead of the record.

Russian analysis alleged Clinton approved a plan to tie Trump to Russia; the IC said it does not know the accuracy.
On September 29, 2020, DNI Ratcliffe declassified that U.S. agencies had obtained Russian intelligence analysis alleging Clinton approved a campaign plan to stir a scandal tying Trump to Putin and the hacking. [1]
The letter explicitly states the IC does not know the accuracy of the allegation or the extent of exaggeration or fabrication. [1]
Durham said the intelligence arguably suggested Clinton-linked private actors were promoting a false or exaggerated narrative, and that the FBI failed to meaningfully integrate it. That is a sharp FBI critique — not a courtroom proof Clinton approved such a plan. [2]
The 2025 Durham annex discusses provenance and possible composite/fabrication issues and leaves authenticity unresolved. Administration press framing is attributed, not substituted for the annex text. [3][4]
Bottom line Unproven
Intelligence product exists; Clinton approval is not established; annex authenticity issues unresolved.

Steel-man: the strongest ‘Clinton started a criminal plot’ case
Steel-man · Debated
Official portrait of Secretary Hillary Clinton. U.S. Department of State (public domain) · Public domain — U.S. government work
What the rival path would need: Plan intel + Fusion pipeline + FBI uptake + intent.
Strongest rival assembly: Ratcliffe’s Clinton Plan intelligence + documented Fusion/Steele funding + Durham’s FBI-critique + FISA abuse. [1][2][3][4]
What it still lacks as a criminal case against Clinton: proof she approved a plan knowing it was false, and a conviction. The IC accuracy caveat and Durham acquittals are speed bumps on that path. [1][5][6]
Steel-manning is not endorsing. It shows why a major network believes the path — and which nodes are still holes. [7]
Bottom line Debated
Rival path has real nodes; criminal approval by Clinton remains unproven.

The acquittal constrains ‘Durham proved the dossier was a criminal fabrication’ slogans, just as OIG’s reliability findings constrain ‘dossier was solid intel’ slogans. [3][2]
Bottom line Cleared / acquitted
Acquitted on charged lies; Steele memo reliability problems remain an OIG finding.

John Durham imagery from DOJ-era pool. United States Attorney's Office, District of Connecticut (public domain) · Public domain — U.S. government work
May 2023 report argued the FBI should not have launched a full investigation and mishandled Clinton-side information.
Durham concluded the FBI lacked an adequate predicate for a full investigation and failed to pursue or weigh certain Clinton-related intelligence and tips evenhandedly. [1][2]
The report sits beside trial outcomes: Clinesmith plea; Sussmann and Danchenko acquittals. Critique ≠ campaign conviction. [1][6]
Mainstream secondaries summarized the report’s FBI critique; conservative outlets treated it as broader vindication of a Clinton-origins theory. Both readings should be labeled. [3][4][5]
Bottom line Official finding
Official special-counsel critique of FBI — not a guilty verdict against Hillary Clinton.

Declassified annex discusses provenance and authenticity problems; does not settle whether Clinton approved a plan.
On July 31, 2025, DOJ/CIA transmitted declassified Durham materials including an annex Grassley released. [2][1]
The annex discusses where underlying Russian material came from and whether parts may be composites or fabricated; authenticity remains unresolved in the document. [1]
Administration framing reads the release as proof of a plot; the annex text is more cautious. This guide keeps that distinction. [2][1][3]
