Russia narrative origins

Russia’s hack was real. The Clinton campaign also paid for the Steele dossier. A conspiracy was never charged—against Trump or against Clinton’s team.

This guide follows the documented opposition-research chain and the investigations that tested it. The full Mueller interference spine lives in the Russiagate guide; here the critical path is about origins, funding, FBI use, and how memory flipped. It does not cover the Russia–Ukraine war.

The story

The story of the Russia narrative’s origins

From Fusion’s retainer through Steele, Alfa, FISA errors, Mueller’s split finding, Durham, and the later origins fight. Mainstream steps are labeled; rival paths are measured against them.

Chapter 1

A hack, a retainer, and a decade of argument

Russia’s military intelligence services hacked Democratic targets in 2016. That is not the whole story people mean when they say “Russiagate.” The Clinton campaign and the DNC also paid, through counsel, for opposition research that became the Steele dossier. [1][2][3]

This guide is about that second track — origins, funding, FBI use, and how public confidence moved — and how it sits beside the first. The deep interference spine lives in the Russiagate full guide.

Chapter 2

What “mainstream” means here

On this page, the **mainstream path** is labeled as such: Russian hacking is established in charging documents and bipartisan committee work; a Trump–campaign conspiracy was not charged; Clinton/DNC funding of Fusion/Steele is documented; Durham criticized the FBI harshly; Sussmann and Danchenko were acquitted. [1][2][3][4]

Rival major-network paths are not erased. They appear as theories measured against the critical path.

Chapter 3

Perkins Coie hires Fusion GPS

After Republican primary research ended, Democratic clients funded Fusion GPS through Perkins Coie. That retainer chain is in Durham’s report and in FEC enforcement files. [3][5][6]

Opposition research is legal. What made this chain historically important is what happened next: unverified product entered the FBI and the press.

Chapter 4

Steele writes the memos

Fusion hired Christopher Steele. Orbis produced memoranda alleging Trump–Russia ties. Production is documented; corroboration of the sensational claims is not what later inspectors found. [3][7][8]

FBI imagery.

Chapter 5

The Australia tip opens Crossfire Hurricane

On July 31, 2016, the FBI opened Crossfire Hurricane. The inspector general later found the opening was predicated on information from Australia about George Papadopoulos — **not** on the Steele dossier. [7][9]

That distinction is load-bearing. Many slogans erase it.

Chapter 6

Steele still reaches the Bureau

Even though the dossier did not open the case, Steele’s reporting reached FBI channels, and related press briefings happened in real time. Transmission is not verification. [7][3][10]

Chapter 7

The Alfa tip

In September 2016, Michael Sussmann brought Alfa Bank–related data to the FBI. Years later Durham charged him with lying about who he represented. A jury acquitted. [3][11][4]

Acquittal ends that charge. It does not prove a secret Trump–Alfa channel.

Chapter 8

Carter Page and the FISA failures

Steele material was used in Carter Page FISA applications. The DOJ inspector general documented serious errors and omissions. FBI attorney Kevin Clinesmith later pleaded guilty to altering an email used in a renewal. [7][12]

This is a documented Bureau failure. It is not, by itself, a Clinton conviction.

Chapter 9

BuzzFeed hits publish

On January 10, 2017, BuzzFeed published the full memos. Unverified opposition research became a household object overnight. [13]

Publication is not corroboration. Memory still changed.

Chapter 10

The ICA and the preference judgment

The January 2017 Intelligence Community Assessment set public baseline judgments about Russian activities and preference. Later tradecraft reviews criticize process. Those fights do not erase the GRU charging record. [14][15][16]

Chapter 11

Peak collusion confidence

From 2017 into early 2019, large parts of the public square treated a coming conspiracy proof as nearly inevitable. Cable certainty trained audiences on a critical path that Mueller’s text would not fully deliver. [17][18]

DOJ building.

Chapter 12

Mueller’s split finding

Mueller Volume I reconstructed interference and contacts and stated the investigation did not establish a conspiracy. That split is the mainstream hinge — and the beginning of a memory fracture. [1][19]

Deep contact-by-contact detail: Russiagate.

Chapter 13

The FEC civil settlements

In 2022, Hillary for America and the DNC entered civil conciliation over how Fusion payments were reported — $8,000 and $105,000. Civil purpose-reporting settlements are not a criminal verdict on the dossier’s content. [2][6]

Chapter 14

The Clinton Plan letter

In September 2020, DNI Ratcliffe declassified that U.S. agencies had obtained Russian analysis alleging Clinton approved a plan to tie Trump to Russia. The letter says the IC does not know the accuracy. [20]

Durham treated the intelligence as significant and under-used by the FBI. That is a critique of the Bureau — not a courtroom proof of Clinton’s approval. [3]

Chapter 15

Durham’s trials and report

Clinesmith pleaded guilty. Sussmann and Danchenko were acquitted. In May 2023 Durham’s final report argued the FBI should not have launched a full investigation and mishandled Clinton-related information. [12][4][21][3]

Supporters heard vindication. Critics heard an overreaching prosecutor who lost his big trials. Both readings need the same primary.

Chapter 16

How memory moved

The public path looked like a smoking gun in 2017, a Mueller morality play in 2018, a split text in 2019, a FISA shock in 2019–20, a Durham anticlimax in 2022–23, and an origins reboot in 2025–26. Those phases are why a static “official true” page fails — the user’s Watergate / WMD / Russiagate lesson. See [[#memory|How memory of it changed]].

Chapter 17

The 2025 annex and 2026 headlines

The declassified Durham annex keeps authenticity questions about Clinton Plan–related Russian material publicly open. Florida “grand conspiracy” headlines describe subpoenas and turmoil. As of the sources used here, there is no Clinton-campaign conspiracy conviction. [22][23][24][25]

If that changes with primary charging documents, this page should move — not pretend yesterday’s confidence never happened.

Chapter 18

Rival paths, measured

Seven theories follow. Each must say what it removes from the critical path, what it adds, and what would have to be wrong. The mainstream path stays labeled. Primaries stay on the spines. No middle-layer trap: we do not title Fusion and then quietly substitute a hostile secondary’s verdict.

Chapter 19

The numbered chain

The critical path below is the yardstick: from established Russian hacking, through the Fusion retainer and Steele memos, the Australia-tip opening, FISA failure, Mueller’s split, FEC settlements, Clinton Plan caveats, Durham’s outcomes, and the still-open 2025–26 reboot. Where it started

Built from Ratcliffe’s declassification, Durham’s report, FEC funding facts, and conservative media synthesis.[1][2][6]

Why it lives

Lives because funding is real, FISA abuse is real, and Plan intel exists — even with accuracy caveats.

If it were true

If true, the mainstream ‘routine oppo’ story collapses into a political espionage scandal centered on Clinton’s campaign.

How it squares with the record

It squares with FEC funding and Steele-to-FBI transmission. [3][4]

It struggles with IC accuracy caveats, OIG’s Australia-tip opening, and Durham acquittals. [1][4][7]

What holds up Unproven

Holds as a coherent rival path only if Clinton approval and knowing falsity are eventually proved.

Removes from the critical path
  • 6. 6. Crossfire Hurricane opened on the Australia tip — not the dossier must recast Treats Australia tip as pretext and dossier/Plan as real driver. What has to be fake or wrong: OIG’s finding that the opening was predicated on the Australia tip.[4]
  • 12. 12. ‘Clinton Plan’ intelligence exists; accuracy unknown must recast Reads Plan intel as essentially true despite IC caveat. What has to be fake or wrong: Ratcliffe’s statement that IC does not know accuracy.[1]
Adds to the critical path
  • Clinton knowingly approved a false smear plan Disputed evidence Plan intel + Brennan notes; accuracy unproven.[1][5]
  • Criminal agreement with Fusion/Steele to deceive FBI Thin evidence Funding documented; agreement/intent not convicted.[2][3]
What would have to turn out fake or wrong
  • IC caveat that accuracy is unknown
  • Reading of OIG opening predicate as controlling
  • Sussmann/Danchenko acquittals as meaningful constraints
What new information would make it true
  • Authenticated evidence Clinton approved a plan to fabricate Trump–Russia ties.
  • Criminal convictions establishing agreement with intermediaries to deceive the FBI.
What would prove it false
  • Clear proof the Plan intel was Russian fabrication with no Clinton approval.
  • A definitive record that campaign actors did not intend to seed false claims to the Bureau.

Where it started

Clinton campaign denials, FEC-as-civil-only framing, OIG opening predicate, Mueller split.[4][3][1][2]

Why it lives

Lives because oppo research is legal, opening wasn’t via dossier, and Durham didn’t convict Clinton.

If it were true

If true, reforms target FISA/FBI and media standards more than a Clinton conspiracy prosecution.

How it squares with the record

Squares with OIG opening finding and Mueller interference/conspiracy split. [1][2]

Must still explain Durham’s dual-standards critique and Plan intel under-use. [5]

Removes from the critical path

Adds to the critical path
  • Campaign lacked intent to seed known falsehoods to FBI Disputed evidence Consistent with acquittals; not affirmatively proved.[8][5]
What would have to turn out fake or wrong

Why it lives

Lives as unfinished business after Durham’s courtroom anticlimax.

If it were true

If true, memory phases flip again — Watergate-style — and this page must rewrite hard.

How it squares with the record

Currently squares only with investigative activity, not verdicts. [3][4]

What holds up Unproven

Does not hold as history yet; holds as a wager.

  17. +Forthcoming conspiracy convictionsNo evidence

Memory phase material — the page should shift if primaries appear.

Removes from the critical path
  • 16. 16. 2025–26 origins releases & Florida headlines — no Clinton conspiracy conviction must recast Treats ‘no conviction yet’ as temporary. What has to be fake or wrong: Using current absence of conviction as a stable endpoint.[4]
Adds to the critical path
  • Forthcoming conspiracy convictions No evidence Wager, not evidence.[3]
What would have to turn out fake or wrong
  • Claim that the historical record is already closed against further charges
What new information would make it true
  • Indictments and convictions with primary charging documents tying a criminal conspiracy to fabricate the Russia narrative.
What would prove it false
  • Formal declination closing the probe without charges, or acquittals on core conspiracy counts.
Books and films that argue it

Genuinely unknown

Open questions

What is genuinely unknown—including the Clinton Plan’s accuracy.

Genuinely unknownDid Hillary Clinton approve the plan described in Russian analysis?
What is known
  • US agencies obtained Russian analysis alleging approval. [1]
  • IC does not know accuracy. [1]
  • 2025 annex leaves authenticity issues open. [2]
What is not

Whether Clinton approved any such plan, and whether the Russian reports are authentic or fabricated.

Why it is still open

Underlying Russian materials are not public in a form that settles authenticity; no confession or conviction.

Does it change the story?

This is the hinge between ‘routine oppo’ and ‘criminal origins’ rival paths.

What would settle it

Authenticated primary evidence of approval — or authenticated proof of fabrication without Clinton involvement.

Partly knownWhat did Clinton personally know about Steele’s methods and sub-sources?
What is known
  • Campaign/DNC funded Fusion via Perkins Coie. [2][1]
What is not

Her personal knowledge of Steele’s collection methods and specific unverified claims.

Why it is still open

Counsel layers sit between candidate and researcher in the documented chain.

Does it change the story?

Separates ‘paid for research’ from ‘knowingly seeded false intel.’

What would settle it

Contemporaneous communications showing personal briefings on Steele’s unverified allegations as intel for FBI.

Genuinely unknownWas there a secret Trump Organization–Alfa Bank channel?
What is known
  • Sussmann brought DNS-related data to FBI. [1]
  • Sussmann was acquitted of the charged false statement. [2]
What is not

Whether the DNS pattern meant a covert communications channel.

Why it is still open

Technical dispute never produced a settled public forensic consensus in Durham’s case theory aftermath.

Does it change the story?

A major 2016–17 amplifier of ‘proof.’

What would settle it

Authoritative forensic finding accepted across camps — rare.

Genuinely unknownWill 2025–26 origins probes produce conspiracy convictions?
What is known
  • Subpoenas and headlines exist. [1][2]
  • Prosecutor status has been reported as fluid. [3]
What is not

Final charging decisions and trial outcomes.

Why it is still open

Live investigation; page must track primaries.

Does it change the story?

Could force another memory-phase rewrite (user’s Watergate/WMD lesson).

What would settle it

Indictments/convictions — or a clear declination.

Partly knownHow politicized was the ICA process?
What is known
  • ICA text and judgments exist. [1]
  • 2025 tradecraft/ODNI releases allege politicization. [2][3]
  • GRU charging record on hacking stands separately. [4]
What is not

How far process politics changed analytic substance vs presentation.

Why it is still open

Classified drafting history is only partly public.

Does it change the story?

Central to 2025–26 reboot arguments.

What would settle it

Fuller declassification of drafting dissent and source bases.

Partly knownHow much did cable certainty cause later institutional distrust?
What is known
  • Peak collusion coverage and later FISA shock are both documented phenomena. [1][3]
What is not

Precise causal weight of media vs FBI errors vs partisan incentives.

Why it is still open

Social causation is multi-factor; polls are camp-split.

Does it change the story?

Explains why memory phases fractured.

What would settle it

Better historical work with poll series tied to specific events (cite pollsters only).

Partly knownWere Clinton-related tips handled under a true double standard?
What is known
  • Durham argues yes in the final report. [1]
  • OIG found opening authorized on Australia tip. [2]
  • Defenders dispute Durham’s weighing. [3]
What is not

How historians will settle the comparative case handling.

Why it is still open

Depends on classified comparators and judgment calls.

Does it change the story?

Core fork between Durham-vindication and probe-defense camps.

What would settle it

More complete release of comparative case files Durham cites.

    How this guide works

    Sources and method

This guide starts from FEC MUR materials, the Durham report and 2025 annex, the DOJ OIG Crossfire Hurricane/FISA review, Mueller Volume I, SSCI Volume 5, the Ratcliffe declassification letter, plea/acquittal records, the 2017 ICA, and dated 2025–26 reporting.

    Grokipedia is never cited.

Mainstream path is labeled as mainstream: Russian hacking/interference is established in charging documents and bipartisan committee work; a Trump–Russia conspiracy was not charged; Clinton/DNC funding of Fusion/Steele is documented in civil FEC dispositions and investigative reports; Durham’s critique of the FBI is documented; Sussmann and Danchenko were acquitted.

Rival major-network paths appear as theories with path.removes / path.adds / mustBeFake. Primaries sit on claim spines; hostile secondaries are not substituted for primaries.

Cross-link: the Trump hub Russiagate full guide holds the deep interference/Mueller/Page FISA operational spine. This page does not rebuild it. Ukraine war (2022–) is out of scope.

An earlier Clinton hub treated this as a short case file. This is the full guide that replaces that format for this topic.
