Donald Trump — wars-and-strikes guide hero (re-encoded prior pool).

The AI Files · Donald Trump’s documented military strikes and war decisions — Syria 2017–18, Baghdadi, Soleimani, the Afghanistan Doha path, 2025 Midnight Hammer, 2026 Iran conflict, and peace/Nobel claims — measured against authorities and outcomes through late October 2026 · 2017–2026

Wars and strikes

He promised no new wars, ordered the strike that killed Iran’s most powerful general, signed a withdrawal deal with the Taliban, and later sent B-2s against Fordow. The record is not a single slogan. It is a chain of authorities, notifications, and outcomes — some deterrent, some escalatory, some unfinished.

This guide follows that chain: Shayrat and the 2018 Syria strikes, Baghdadi, Soleimani and the OLC’s Article II / 2002 AUMF theory, Doha’s fourteen-month clock, Midnight Hammer, the 2026 Iran war summarized by CRS, and the ‘eight wars’ / Nobel claims checked without treating a cable network as the spine. Ukraine stays off this page’s critical path.

The story

The story of the strikes, from Shayrat to Midnight Hammer

From the first Syria Tomahawks through Soleimani, Doha, the 2025 nuclear strikes, and the 2026 Iran war — keeping authorities, outcomes, and peace rhetoric distinct.

Chapter 1

Start with who may order a strike

Before Tomahawks or bunker-busters, there is a legal weather system: Article II’s Commander-in-Chief clause, the War Powers Resolution’s notice and clock rules, and old Authorizations for Use of Military Force that never quite sunset. [1] [2] [3] That system — not a slogan — is the mainstream yardstick this guide uses.

Chapter 2

Shayrat, 2017

After the chemical attack on civilians in Idlib province, U.S. ships fired on Shayrat airfield. [4] Trump’s letter to Congress called the action vital to national security and said the report was consistent with the War Powers Resolution. [5] Supporters heard a red line enforced. Critics heard a one-night message that left Assad in place.

Chapter 3

The 2018 sequel — and an OLC opinion

A year later another package hit Assad chemical-weapons-related sites. The Office of Legal Counsel’s analysis of nature, scope, and duration became a reference point for how far a president may go without a new war vote. [6] Limited strike practice looked continuous with prior presidents, not invented overnight.

Chapter 4

Caliphate declared territorially dead

In March 2019 the United States and partners announced the end of ISIS’s territorial caliphate. [7] The group’s affiliates did not vanish. Territorial victory and organizational death are different sentences.

Chapter 5

Partners, politics, and a raid

October 2019 scrambled northeast Syria partner assumptions even as the hunt for Baghdadi continued. [8] Raids need relationships presidents sometimes publicly scorn. [9]

Chapter 6

Baghdadi

U.S. forces raided a compound in Barisha. Trump announced Abu Bakr al-Baghdadi’s death from the White House. [10] For many Americans this was the cleanest CT success of the term — and it still depended on the messy regional web around it.

Chapter 7

The runway to Soleimani

Tanker attacks, the Abqaiq–Khurais strikes, rockets that killed a U.S. contractor, and the assault on the Baghdad embassy filled the last months of 2019. [11] [12] The government’s later legal notice treats that chain as the predicate for what followed.

Chapter 8

Baghdad airport, January 2020

A drone strike killed Qasem Soleimani, commander of Iran’s Qods Force. [13] OLC and an unclassified frameworks notice argued Article II authority, the 2002 Iraq AUMF, and Article 51 self-defense. [14] [12] Congress erupted over process. The strike itself was already done.

Chapter 9

Missiles at Al Asad

Iran answered with ballistic missiles. [15] Early U.S. messaging of no casualties gave way to recognition of many traumatic brain injuries. [16] Deterrence claims and blowback claims both grabbed the same week’s facts.

Chapter 10

Doha, on paper

On 29 February 2020 the United States and the Taliban signed an agreement for a phased withdrawal within fourteen months. [17] The Afghan government was not a party. That single structural fact shapes every later blame fight.

Chapter 11

The clock runs into another presidency

Force levels fell along the deal’s steps. [17] By January 2021 the incoming Biden team inherited fewer troops, a Taliban with leverage, and a public exhausted by the war. [18] Shared constraints are not shared excuses — but they are constraints.

Chapter 12

Kabul, August 2021

The government collapsed; the evacuation was chaotic; Biden said ending the war was the right decision. [19] SIGAR’s later products describe a multi-causal failure, not a cartoon with one villain. [18] Memory, however, preferred cartoons.

Chapter 13

Peace on the trail

Campaigning toward a second term, Trump sold peace: no new wars, ended wars, American strength without forever occupations. [20] The claim would meet the second-term force ledger soon enough.

Chapter 14

Midnight Hammer

In June 2025 B-2 bombers flew a long mission and dropped massive ordnance penetrators on Fordow and Natanz while Tomahawks hit Isfahan. [21] Officials called the weapons successful. Whether Iran’s nuclear program was “obliterated” is a slogan fight this site keeps on the Iran sibling page. [22]

Chapter 15

Concurrent force in the Caribbean

Boat strikes and the capture of Nicolás Maduro belong, in detail, on the Venezuela page. [23] [24] They appear here only because a wars-and-strikes ledger that hides concurrent kinetic operations would be dishonest.

Chapter 16

Epic Fury

CRS describes U.S. and Israeli strikes beginning 28 February 2026 that opened a wide regional conflict — Iranian retaliation, Hormuz pressure, and a war that was no longer a one-night message. [25] Peace rhetoric now had a named war on the same presidency’s timeline.

Chapter 17

Ceasefire, memorandum, relapse

An April ceasefire and a June memorandum of understanding promised an off-ramp. CRS says the MoU collapsed and expired by August as limited strikes resumed. [25] Process without peace is still part of the record.

Chapter 18

Eight wars and a prize

Trump told audiences he had ended eight wars and deserved the Nobel Peace Prize. [20] Item checks — labeled press, not strike primaries — find real diplomatic cells inside a padded count. [26] The Committee awarded Machado in 2025 and Pillay in 2026. [27] [28] The Iran war did not pause for the speeches.

Chapter 19

Congress after Soleimani

War-powers resolutions and speeches tried to reclaim a vote Congress had not taken before the drones flew. [29] [2] None of that un-killed Soleimani. It did mark the institutional fork this file keeps open: notice is not the same as authorization.

Chapter 20

What “mainstream” means on this page

Mainstream here means the documented chain: presidents order limited force under Article II practice and old AUMFs; they send War Powers notices; Congress rarely stops them; outcomes mix deterrence, blowback, exits, and sometimes wider war. [1] [2] [25] Rival camps are not erased — they are scored against that chain in the Theories section.

Chapter 21

How to hold the whole ledger

The mainstream path is not “Trump never used force” and not “every strike was World War III.” It is a chain: limited-strike practice, CT raids, a legally contested leadership strike on Soleimani, an exit deal that excluded Kabul, then bunker-busters and a 2026 war — alongside some real ceasefires and a Nobel that went elsewhere. Rival camps remove different links. The rest of this guide shows which ones.

What we know now

What we know now

As of late October 2026, CRS describes an Iran conflict that began in February, paused, and did not cleanly end. Midnight Hammer is on the DoD record. The Nobel Peace Prize went elsewhere in 2025 and 2026. ‘Eight wars ended’ remains an overclaim with a few real ceasefires inside it.

Soleimani was an unauthorized slide toward war

Killing a senior Iranian commander without a new congressional war authorization crossed the constitutional line and invited escalation Congress never approved.

Where it started

Immediate congressional and academic war-powers critique after the January 2020 strike.[1][2]

Why it lives

Returns whenever presidents cite old AUMFs for new adversaries.

If it were true

The mainstream ‘limited Article II strike’ path is a euphemism for presidential war-making.

How it squares with the record

Takes seriously the nation-state escalation risk OLC’s own test gestures at. [5] [4]

Must still explain the OLC memo and 2002 AUMF citation rather than claim ‘no law was offered.’ [3] [6]

What holds up Debated

Strongest as a process and risk critique; weaker if it denies any self-defense facts in the 2019 runway.

Removes from the critical path
  • 6. Soleimani strike must recast Recasts the strike as ultra vires presidential war-making. What has to be fake or wrong: That Art II + 2002 AUMF cleanly covered the act.[3][6]
  • 1. WPR + Article II frame must recast Treats the mainstream limited-force practice as unconstitutional habit. What has to be fake or wrong: That notice practice equals legality.[2][4]
Adds to the critical path
  • Binding finding of illegality No evidence Critique is robust; adjudication is not.[1]
What would have to turn out fake or wrong
  • The idea that OLC’s theory is constitutionally adequate
What new information would make it true
  • A binding court or congressional judgment that Soleimani required prior authorization.
  • Declassified proof that stated self-defense predicates were knowingly false.
What would prove it false
  • A clear statutory authorization that retroactively fits.
  • Public evidence that escalation risk was negligible and AUMF fit is straightforward.

Administration notices, OLC memo, and allied hawk commentary in January–March 2020.[1][2]

Why it lives

Standard defense whenever Soleimani is called an assassination that ‘started a war.’

If it were true

The strike belongs with Baghdadi-style CT against a hybrid terrorist-commander threat.

How it squares with the record

Matches the government’s unclassified frameworks notice. [1]

Must account for Al Asad missiles and later Iran wars when claiming durable deterrence. [5] [6]

What holds up Debated

Distinct from the narrower self-defense theory in th-self-defense.

Removes from the critical path
  • 1. WPR + Article II frame must recast Keeps Article II but empties WPR of legal bite. What has to be fake or wrong: That notice/clock rules are more than courtesy.[4]
  • 3. 2018 Syria package must recast Reads OLC opinions as optional essays, not constraining analyses. What has to be fake or wrong: That nature/scope/duration is a real test.[3]
Adds to the critical path
  • Judicial blessing of plenary strike power No evidence Practice ≠ holding.[1]
What would have to turn out fake or wrong
  • OLC’s residual constitutional ‘war’ limit
What new information would make it true
  • Judicial adoption of near-plenary Article II strike power.
  • Repeal/ignore of WPR without consequence becoming settled law.
What would prove it false
  • Court invalidation of a major unauthorized war.
  • OLC itself drawing a hard line the White House obeys.

Notice without authorization becomes normal

Presidents keep striking under Article II practice while sending WPR letters.

The evidence it changed
  • Shayrat letter pattern through later Iran ops.[1][2][3]
How camps see it
  • Executive lawyers Consistent with OLC tests.[4]
  • War-powers reformers Congress abdicated.[5]

The debate. Is practice legitimacy?

People it inspired 2

Politicians and movements that brand around these strikes.

Things we now take for granted 2

Expectations about presidential Tomahawks and prize politics.

How this guide works

Sources and method

This is a *wars-and-strikes file for documented Trump military decisions from 2017 through late 2026. It is not* a Ukraine-war guide. Ukraine appears nowhere on the critical path.

We put *primaries on the spine: War Powers letters, OLC memos, the Doha PDF, DoD briefings, CRS R48887, Nobel announcements. Cable fact-checks are labeled press* and used only for popular-claim ledgers (for example the ‘eight wars’ list).

The *mainstream path is labeled as mainstream*: modern presidents order limited force under Article II and old AUMFs; Congress is notified more often than it authorizes; outcomes are mixed. Rival major-network paths appear as theories with path.removes / adds / mustBeFake.

Sibling files *Iran (‘obliterated’) and Venezuela boats / Maduro* are cross-linked, not rebuilt. We never cite Grokipedia.
