Trump University

It was never a university. Students said free workshops were bait for $35,000 ‘Gold Elite’ mentorships. New York’s attorney general called it a sham. After the 2016 election, the cases settled for $25 million — without a trial verdict and without an admission of wrongdoing.

This guide is the Trump University spine under The Trump Files. New York civil fraud and Foundation nests stay separate — we point, we do not rebuild.

Chapter 1

A name that was never a university

[Donald Trump](https://theaifiles.fun/files/trump/) put his surname on a for-profit real-estate education company. It called itself a university. New York’s education regulators said that word was not theirs to use. [1][2]

This is the Trump University spine: the Live Events upsell ladder, the stacked lawsuits, the campaign fight over the judge, and the **$25 million** civil settlement that ended the cases **without an admission of wrongdoing**. [3][4]

It is not a criminal conviction. It is not the later New York civil-fraud asset case. Those limits are the point of the yardstick.

Chapter 3

1. Founding the brand

In 2004 Trump, Michael Sexton, and petition-named Jonathan Spitalny formed Trump University LLC. [5][1] Courts later called it a private for-profit entity selling Trump’s “secrets of success.” [6]**CP1**

2. SED draws a red line (2005)

On May 27, 2005, the New York State Education Department told Trump, Sexton, and the company that “University” without a charter violated the Education Law and that they lacked a license for instruction in New York. [1] Sexton said a Delaware reorganization and an end to live New York programs would follow. **CP2**

3. The Live Events ladder

By about 2007 the business ran on a ladder: a free preview, a roughly **$1,495** three-day seminar, then far costlier “Elite” mentorships. [7][8] The Ninth Circuit’s settlement opinion recounts the same architecture as the plaintiffs’ theory of the case. [3]**CP3**

4. Gold Elite money

Top packages ran from about **$10,000 to $35,000**. Tarla Makaeff’s Gold Elite path cost **$34,995** after the three-day workshop. [9][10]**CP4** Preview rooms, the Ninth Circuit noted, could blare the *Apprentice* theme while staff pushed credit-limit increases. [9]

Chapter 7

5. “Handpicked” — the advertising claim

Ads promised Trump’s handpicked instructors and his techniques. New York’s attorney general later alleged the investigation found Trump handpicked **none** of them and had little role in the curriculum. [10][11] That clash sits inside claims later **settled without admission**. **CP5**

6. Rename, wind-down

On December 19, 2016, the parties announced a global settlement: **$21 million** for class members and **$4 million** for the New York action — **$25 million** total. [3][19] The Ninth Circuit later called expected student recovery about **80 to 90 percent** of amounts paid. [20]**CP13**

16. Final — and the memory fight begins

Where it started

Built from NY AG 2013 pleadings and class allegations of bait-and-switch Elite sales.[1][2]

Why it lives

Lives because the settlement was large and AG rhetoric said “fraudulent university.”

If it were true

If fully true as adjudicated fraud, Trump University would sit beside classic consumer-fraud judgments — but the docket stopped at settlement.

How it squares with the record

The upsell ladder and SED naming problems are documented. [5][4]

The missing piece is a liability finding. [3]

What holds up Mixed

Holds as a serious allegation pattern; overreaches when restated as a conviction.

Why it lives

AG was an elected Democrat; timing overlapped the campaign. [1][2]

SED 2005 and Makaeff 2010 predate the presidential run. [3][4]

How this guide works

Sources and method

Facts are drawn from the Ninth Circuit opinions in Low (2018) and Makaeff (2013), the S.D. Cal. class-certification order in Cohen, the Courthouse News reproductions of the settlement and final consummation order, New York AG press and the First Department’s People v. TEI chronology of SED letters, plus named wire reporting on the Curiel episode. AG pleadings are labeled as allegations. Third-party AI encyclopedias including Grokipedia are never sources.

Civil settlement is not a criminal conviction and not a jury fraud finding. Where opponents say ‘fraud university’ as if adjudicated, or defenders say ‘exonerated,’ this page keeps the no-admission / no-verdict limit visible.

Ukraine-war content is out of scope. Cross-links to New York civil fraud and Foundation nests are pointers only.
