In the first days and weeks the emphasis was on rescue and then recovery, which meant removing steel and disturbing the site. FEMA’s team, which included a NIST expert, picked out steel of interest at the site and in the salvage yards. NIST eventually analyzed 236 pieces from the towers. [1]
Tower steel was painted and carried identifying marks, so pieces could be traced to their location. WTC 7’s steel had no such markings and “could not be clearly identified” once it left the site, which is why NIST had no WTC 7 steel to test. [2] FEMA’s two eroded samples are among the few pieces examined closely for unusual damage. [3]
