A COLLECTION. FULL GUIDES. THEIR RECORD.

The DePeña
Files.

Brian A. DePeña’s public record from a Miches childhood and Broadway tire shop through the 2021 mayoral upset, the William Castro police fight, the 2025 reelection under state watch, and the 2026 federal EIDL and Massachusetts wiretap dockets — with rival theories rated against a critical path. This is a people collection nested under The Politicians Files: biography and social-network analysis live on this page; the full illustrated guide is the first case below. Indictment is not guilt. The two 2026 dockets are labeled as open court record, not as convictions. This page is not a fact-check board.

Full AI Files topics.

Each full guide is a complete AI Files topic — story-first, with pictures, a critical path and theories rated against it. Later DePeña case guides can land here; for now the first case carries the Miches–City Hall–elections–Castro–dockets spine. This collection stays a child of The Politicians Files — not a homepage peer of Epstein or Trump.

CONTEXT BEFORE CONTROVERSY

Biography.

Miches childhood and Broadway businesses; City Council and the 2021 mayoral upset; the Castro police fight; 2025 reelection under state observation; the hallway tape and Suffolk AG search; two open 2026 dockets. The background supplies context for the files; it does not decide contested theories or replace a verdict. Indictment is not guilt. 1964– / MICHES · LAWRENCE · MAYOR · TWO 2026 DOCKETS

Brian A. DePeña

Brian A. DePeña (born September 25, 1964, in Santo Domingo; raised in Miches) is the mayor of Lawrence, Massachusetts — a Dominican-born merchant who opened Broadway hardware and tire businesses, served as an at-large city councilor (2016–2021), won a 2021 mayoral upset over Kendrys Vasquez, and won reelection in 2025 under state election observation. His 2026 public file includes a federal indictment on EIDL wire-fraud and money-laundering counts tied to Tenares Tire pandemic loans (allegations in the charging papers) and a Massachusetts indictment on wiretap-distribution and witness-intimidation counts after an Attorney General search of City Hall recording equipment. He has pleaded not guilty in the state case, remains in office, and denies criminal wrongdoing. This collection separates contemporaneous record and charging documents from viral claims that overreach the evidence. Indictment is not guilt. Association with a disputed police chief is not a conviction. Open dockets are not verdicts.

Miches, New York, Broadway

DePeña was born in Santo Domingo on September 25, 1964, and raised in Miches. Contemporaneous profiles describe hospitality-school work and a Hotel Caribeño costs-department job in Santo Domingo, then an early-1980s exit — a fragile yola to Puerto Rico, farm and shop work, and New York construction and maintenance years under an aunt’s roof before a Lawrence arrival commonly dated 1989 (some accounts say early 1990s). Exact U.S. arrival year wobbles in interviews; treat the New York labor years as approximate bridge chronology, not as a scandal thread.[1]

On Broadway he opened Ferretería Brian / Brian’s Hardware (campaign language: first Latino hardware downtown) and later Tenares Tire and DePeña Auto Services — the material base later named in the federal EIDL indictment. He married Dilenny DePeña; public profiles cite seven children and five grandchildren. Latino civic leadership (chamber, parade, Semana Hispana) precedes City Hall and supplies the merchant-mayor brand that later campaigns amplified.

The biography keeps Miches, the yola–Puerto Rico–New York path, and Broadway businesses as documented formation facts. They explain how a Dominican merchant reached Lawrence City Hall; they do not decide whether every later charging allegation is true. Deep dive: Lawrence dockets — formation and business chapters.

Council and the 2021 upset

Voters elected him councilor at-large in 2015; he was seated in January 2016 and served through November 2021, including Finance & Personnel work. When Mayor Dan Rivera left for MassDevelopment in 2020, a special mayoral path opened with Kendrys Vasquez as acting mayor and early frontrunner (Warren/Globe lane). That vacancy — not a scandal indictment — is the hinge that moved DePeña from councilor to mayor.[2]

In November 2021 DePeña defeated Vasquez in the final, 6,172–5,423, under the slogan “Ahora le toca al pueblo.” Commonwealth Beacon and local coverage framed a populist/fiscal Spanish City Hall brand — Friday office hours, taxes, streets, schools — not yet the 2026 dockets. Rivera’s later endorsement of Juan “Manny” Gonzalez in 2025 sits on a separate strand; do not collapse 2021’s upset into 2025’s election-oversight fight.

Council service and the 2021 certified count are Documented. Rival readings that treat the upset as illegitimate without a primary remain Contested. Deep dive: Lawrence dockets — council and election chapters.

Police / public-safety context used on The DePeña Files biography.
Public-safety context for the Castro acting-chief fight — appointment, chase, IA/POST. Credits on image1.

Mayor: Castro and the badge

In October 2023 DePeña named chief of staff William Castro acting police chief. A February 2024 chase (sidewalk / oncoming-lane pursuit over a bad-check suspect) triggered internal-affairs and POST scrutiny. DePeña’s letter closed an IA file for insufficient evidence and defended Castro; independent investigator Daniel Bennett later recommended firing; City Hall emails allegedly halted the probe; POST suspended Castro as unfit / danger in reporting cited by the full guide.[3]

The collection treats the Castro appointment, chase, IA closure, Bennett halt, and POST suspension as documented administrative fights — not as automatic proof of every later conspiracy theory about secret City Hall surveillance. Employment of a police chief is association and personnel management; it is not a freestanding conviction on wiretap or fraud counts that arrived years later.

Rival “Castro as proxy spy chief” frames overreach unless a primary carries them onto the asked claim spine. Deep dive: Lawrence dockets — Castro and badge chapters.

Ballot / election context used on The DePeña Files biography.
2025 reelection under state observation — mail-in fight, Galvin observers, certified count. Credits on image1.

2025 reelection under glass

Firefighter Juan “Manny” Gonzalez nearly forced an upset narrative in the 2025 preliminary. The council cancelled mail-in voting; Secretary of the Commonwealth William Galvin deployed observers and State Police; the mayor filed a DOJ complaint about state interference. Certified general results: DePeña 5,982–Gonzalez 5,110.[4]

Election-integrity claims cut both ways in local coverage — state watch versus mayoral pushback. State observation is a Documented administrative act; “stolen election” as a freestanding claim without a primary remains Contested. The full guide dates the fights; this hub only names the strand and keeps it separate from the later 2026 charging papers.

Deep dive: Lawrence dockets — 2025 election-oversight chapters.

Recording / hallway context used on The DePeña Files biography.
Hallway-tape and Suffolk AG search context — March–April 2026. Credits on image1.

Hallway tape and Suffolk search

In March 2026 a hallway recording of Castro and airport director Francisco Ureña (wage fight outside the mayor’s office) leaked. DePeña parted ways with Castro on April 2, 2026; Johanny Guillermo succeeded as chief of staff. On April 8 the Attorney General’s office searched the mayor’s office; state police seized recording equipment under a Suffolk warrant.[5]

Private office cameras requested around fall 2023 appear in AGO framing of a separate system near the mayor’s office. Scope and legality are contested in the state case; do not collapse every camera into a guilty verdict. A leaked hallway tape is contemporaneous media that anchors chronology; it is not by itself a finding on every wiretap-distribution count later charged.

Deep dive: Lawrence dockets — hallway, search, and device chapters.

Two open 2026 dockets

Federal: August 14, 2026 arrest on an EIDL fraud / money-laundering complaint; August 26 indictment unsealed — eleven counts (four wire fraud, seven money laundering) alleging inflated pandemic loans to Tenares Tire and personal uses including hard-money mortgage payoffs. U.S. Attorney Leah B. Foley’s office announced the case with IRS-CI, FBI, DOL-OIG, and Massachusetts OIG. These are charging allegations, not findings of guilt.[6]

State: September 24, 2026 — Attorney General Andrea Joy Campbell’s office announced fourteen distribution counts plus one witness-intimidation count (alleged August 2026 pressure involving Capt. Harold Rogers). October 13, 2026 — not-guilty plea in Essex Superior; personal recognizance; later return date. DePeña says he will remain mayor while cases pend. Counsel Neil Faigel entered the state plea; early federal counsel Carlos Apostle moved to withdraw citing unpaid fees in press accounts.

Indictment is not guilt. Accused denials are evidence to note, never the deciding proof that clears smoke. See the full guide for chapters, critical path and rival theories. Parent drawer: The Politicians Files.

Social network analysis.

Edges below are labeled Documented, Contested, Open, Association, or Unproven. A federal or state indictment is a charging document, not a conviction. Employment of a police chief, a hallway recording, or a pandemic loan application is not by itself a finding of guilt on every count. Viral “LawrenceGate” and “secret City Hall spy state” claims stay contested unless a primary carries them onto the asked claim spine.
