The most important qualification to simplified Northwoods accounts sits on printed page 9 of the annex. In discussing a supposed Cuban terror campaign, the planners suggested sinking a boat carrying Cubans toward Florida, allowing either a real event or a simulation. They also contemplated attacks on Cuban refugees in the United States, including wounding people to generate publicity. These are not descriptions of a harmless exercise. [1]
Other parts of the annex use nonexistent crews, mock victims or a passenger evacuation. Those details should be preserved, but they cannot be generalized across the entire packet. The menu mixed methods. A correction to an exaggerated claim about an airliner must not quietly erase the passage that contemplated violence against refugees.
