RECORD / AT A GLANCE

PUBLIC FOR DECADES

Relevant military records opened in 1997; the Archive’s complete online presentation in 2001 helped widen attention. A later upload is not a new 1962 event.

Sources & limits.

Numbered citations in each article identify the relevant sources. These records have different purposes and evidentiary weight.

  1. National Archives media advisory, November 17, 1997: November 18 release of Cuba-policy military records ↗

Contemporary release notice establishes a public opening in November 1997 of the relevant military Cuba-policy collection. The notice describes the group, not an item-by-item Northwoods transcription.

  2. National Security Archive publication, April 30, 2001: Pentagon proposed pretexts for Cuba invasion ↗

Dated institutional publication accompanying the complete linked memo; establishes broad online publicity in April 2001. Later publicity is not the original creation date.

  3. National Security Archive: original March 13 memorandum and archival provenance ↗

Institutional provenance and document presentation. The Archive is a nongovernmental research organization, not the National Archives and not the National Security Agency.

  4. Joint Chiefs of Staff, signed Northwoods submission and annex, March 13, 1962 (15-page PDF) ↗

The central primary source. Read the signed cover, planning status, draft appendix and numbered annex together. This scan is 15 PDF pages; printed annex page numbers differ. An authentic proposal does not establish execution.

  5. National Archives, 2022 release: Northwoods-related archival record 104-10333-10014 ↗

A larger related archival bundle released in 2022. Included as a route for further research, not a claim that this edition audits every page or that the 1962 proposal was first exposed in 2022.
