The Church Committee wrote that MKDELTA “was established to govern the use of MKULTRA materials abroad. Such materials were used on a number of occasions. Because MKULTRA records were destroyed, it is impossible to reconstruct the operational use.” Use abroad began in 1953, “and possibly as early as 1950.” The drugs were used mainly in interrogations, but also “for harassment, discrediting, or disabling purposes.” [1]
In closed testimony published in 2025, Gottlieb described an operation in which a dose of LSD induced “a severe classic paranoid reaction” in a person, with the goal of making colleagues lose faith in him. [2]
