Authority, defense, destruction.
Turner told the Senate that MKULTRA “was approved by the DCI on April 13, 1953 along the lines proposed by ADDP Helms”. [1] The DCI was Allen Dulles.
In May 1963, as the Inspector General raised the alarm, Helms, then Deputy Director for Plans, told him the director had been briefed and “indicated no disagreement and therefore the ‘testing’ will continue.” After the tests were suspended anyway, Helms wrote to the director’s office in December 1963, June 1964 and November 1964 asking for them to resume, citing “apparent Soviet aggressiveness in the field of covertly administered chemicals”. No one formally approved resuming them. [2]
In January 1973, Helms ordered MKULTRA records destroyed. The Church Committee found the destruction was carried out by the Technical Services Division on Gottlieb’s verbal order, implementing Helms’s instructions. [2][3]
In 1977 Helms pleaded no contest to a misdemeanor for not testifying fully to Congress about the CIA in Chile, and was fined $2,000. That case was not about MKULTRA. At the 2026 House hearing, Chairwoman Luna cited the fine, “for lying to Congress about an unrelated” matter, to show how little accountability followed. [4]
