Healey Homes · ~$22.7M alleged · provider-owned housing ban

IHS was built so adults with disabilities could live in their own homes. Prosecutors say Healey Homes flipped that rule — owning the houses, then billing Medicaid as if the setting were independent. Indictment ≠ guilt. [1]

Indictment is not guilt. Association is not knowledge. Declared cash is not a proven terror pipeline. [1]

Bottom line Documented

Individualized Home Supports (IHS) is a scheme topic under Minnesota Fraud Files — not collapsed into any politician biography.

Chapter 1: Who Katherin Larsen-Guthmiller is on this spine

Blue Earth County Courthouse — geography of the person file, not a verdict.
Blue Earth County Courthouse — geography of the person file, not a verdict. McGhiever · CC BY-SA 4.0 · Wikimedia Commons

Katherin Suzan Larsen-Guthmiller — sixty-six, of Blue Earth, Minnesota, in the Health Care Fraud Unit case summary — is a named co-defendant in the first criminal prosecution the Justice Department announced for fraud in Minnesota’s Individualized Home Supports (IHS) program. The caption is United States v. Charles Healey and Larsen-Guthmiller. Local indictment coverage places her as executive director of Healey Homes and a controlling individual on the company’s home-and-community-based-services (HCBS) license. From 2021 until Minnesota’s Department of Human Services closed Healey Homes in 2025, prosecutors say she and Charles Wayne Healey received about $22.7 million in Medicaid reimbursements for supposedly providing IHS services to vulnerable adults.

This page is the Minnesota Fraud Files person deep for Larsen-Guthmiller. It is not a second copy of the Charles Healey person guide and not a paste of the IHS scheme encyclopedia. Cross-link those siblings for the co-defendant’s biography spine and the program-wide design hinges. Read this page for her license and control role, the co-operator charging vehicle without a guilt merge, the residence-and-rent mechanism as charged, the 2025 administrative end of the billing window, the May 20–21, 2026 indictment wave, money-laundering and proceeds allegations that name jointly held accounts, political adjacency without invented Omar edges, and an open-docket checklist. Indictment is not guilt. Charged is not resolved.

Mankato Free Press reporting on the May 20, 2026 indictment filing states that Healey Homes operated through Charles W. Healey Foster Care and Charles Healey Foster Home, and that Larsen-Guthmiller was listed as executive director and a controlling individual on the HCBS license. The Minnesota Attorney General’s May 21, 2026 release — which spells the surname Healy in places — names both Charles Healy as owner and operator of Charles Healy Foster Home, LLC, and Katherin Suzan Larsen-Guthmiller, and says MFCU investigators participated through interviews and data analysis. The federal docket reported in public indexes is USA v. Healey et al., District of Minnesota, 0:26-cr-00100.

Public claim-layer interviews after the 2025 closure are dominated by Healey’s voice in the Faribault County Register and later Star Tribune coverage. That imbalance is a sourcing fact, not a finding that Larsen-Guthmiller is a silent partner who can be erased. Charging papers put both names in the caption. Local licensing coverage puts her on the license. Track her disposition separately when pleas or verdicts arrive. Do not invent a private biography, a terror pipeline, or a political co-conspirator edge from adjacency alone.

Chapter 2: How to read charges, roles, and co-defendant discipline

Method plate — labels before verdicts on an open person docket.
Method plate — labels before verdicts on an open person docket. Free-licensed documentary pool · as credited

Every claim on this guide carries an epistemology label. Documented means a primary court, DOJ, DHS, AG, or official record supports the stated fact. Partly documented means some primary support exists while key pieces remain unpublished. Contested means named sources pull hard in different directions. Claim-layer means someone’s allegation or interview claim — useful as evidence to note, never the deciding proof that clears or convicts. Unsupported means a popular claim without a primary on this page. False as stated means the particular wording fails against the cited record even if a nearby claim remains open.

Co-defendant discipline is load-bearing here. Indictment language that says “the defendants” does not convert two people into one guilt blob. A controlling-individual listing on an HCBS license is a licensing fact of record in local coverage; it is not, by itself, a jury finding that every billed hour was false. Association with Healey Homes is not automatic proof of every money-laundering count. Met is not knew is not charged when the adjacency map wanders toward politicians, agencies, or Omar-world spiders. Keep person boxes, scheme boxes, and climate boxes separate.

Dollar figures move between boxes that must stay separate. Box one is statewide IHS program cost growth — DOJ’s Office of Public Affairs put the program at more than $100 million paid in 2018 and more than $700 million in 2025. Box two is the scheme tally in charging papers — about $22.7 million in Medicaid reimbursements received by Healey Homes as alleged, with local reporting rounding near $23 million. Box three is property-level reimbursement sub-tallies in indictment coverage. Box four is what a plea agreement or jury later finds for Katherin Larsen-Guthmiller specifically. Moving a statewide program total into her personal guilt sentence invents monsters. Moving an indictment tally into a past-tense conviction before disposition invents a finished trial.

Denials and silence are both evidence to note. Healey’s post-closure interviews deny fraud and describe Briar Cliff Homes title structures; those statements do not auto-clear counts against either defendant. The thinner public claim-layer from Larsen-Guthmiller herself is not proof of guilt by quiet. Under the Spec uniform evidence bar, accused denials never become the deciding ledger that erases smoke, and absence of a long interview never becomes a substitute verdict. Rate the asked claim spine.

Chapter 3: License and controlling-individual role

Licensing and HCBS control climate — administrative facts before criminal caption.
Licensing and HCBS control climate — administrative facts before criminal caption. Free-licensed pool · as credited

The person-specific hinge that separates this file from a generic “Healey Homes operators” blurb is license control. Mankato Free Press coverage of the indictment states Larsen-Guthmiller was listed as executive director and a controlling individual on the company’s license for home and community-based services. That is how local reporters translated the public licensing record into plain language for readers who had never heard of HCBS. It is also why erasing her from the story collapses the two-person charging vehicle into a solo cartoon.

Controlling individual is a regulatory concept, not a courtroom shortcut. Minnesota’s HCBS licensing framework treats certain people as responsible for compliance, staffing, and the integrity of the provider vehicle even when day-to-day tasks are delegated. Prosecutors’ later theory does not automatically prove that every compliance failure was a federal crime. Licensing status does not automatically prove every money-laundering allegation. What the status does prove, as a documented local-coverage fact attached to charging papers, is that she was not a nameless employee invented for a press release.

The Minnesota Attorney General’s May 21, 2026 release frames the pair inside Home and Community Based Services fraud charges and names Larsen-Guthmiller alongside Charles Healy as the Mankato-area HCBS thread MFCU helped investigate through interviews and data analysis. Read that release as partnership adjacency and charging climate — and note that it states the indictment is an allegation and that defendants are presumed innocent. Do not promote MFCU participation into authorship of the scheme by a politician.

If later civil, licensing, or criminal dockets publish the exact license applications, ownership schedules, or controlling-individual affidavits, the maintained record can deepen with those instruments. Until then, prefer the HCF Unit summary, the OPA IHS section, the AG release, and dated local indictment coverage over rumor about who “really” ran the office. License language is a hinge. Gossip is not.

Chapter 4: Healey Homes operations — co-operator without guilt merge

Provider-vehicle geography — Healey Homes as charged, not a verdict on every client.
Provider-vehicle geography — Healey Homes as charged, not a verdict on every client. Free-licensed pool · as credited

Healey Homes is the charged provider vehicle. Operating identities in local coverage include Charles W. Healey Foster Care and Charles Healey Foster Home. The HCF Unit summary says Charles Healey and Katherin Larsen-Guthmiller operated Healey Homes and, from 2021 until DHS closure in 2025, received $22.7 million in Medicaid reimbursements for supposedly providing IHS services. The AG release describes Charles Healy Foster Home, LLC, claiming to provide HCBS to Medicaid recipients in the Mankato area. Keep the spelling variants as citation hygiene, not as rival people.

Co-operator language in charging papers is not a finding that the two defendants performed identical acts on every day of the window. It is a finding that prosecutors believe both belong in the caption for conspiracy to commit health care fraud and money laundering. Conspiracy theories in court have elements. Conspiracy cartoons on social media do not. This guide tracks the caption’s two names so dispositions can diverge — one defendant may plead, one may go to trial, one may be dismissed on a count the other still faces.

Cross-link the Charles Healey person deep for his claim-layer biography spine — Amboy origins, one-home-per-client public features, Faribault County Register interviews after closure. Cross-link the IHS scheme guide for program design and statewide cost growth. Do not paste those chapters here. This page’s job is Larsen-Guthmiller’s path: license and control, operations as charged, housing ownership, closure, indictment, open docket.

Clients and staff are not automatic co-conspirators. Local coverage after closure described about twenty clients and about one hundred employees displaced when funding stopped. Those people can be witnesses, victims of disruption, or irrelevant to a particular count. Do not invent a terror pipeline through staff names. Do not invent Omar edges through client geography. Keep the person file on the person.

Chapter 5: IHS design yardstick — why the ban matters to her caption

Minnesota IHS design — independence rules before the person caption.
Minnesota IHS design — independence rules before the person caption. Free-licensed pool · as credited

Individualized Home Supports exists so adults with disabilities can receive services while living in homes they control — not so providers can own the housing stock and bill Medicaid as if the setting were independent. DOJ’s May 21, 2026 takedown release states the design hinge: IHS was designed to help adults with disabilities such as brain injury live independently in their own homes, and Medicaid prohibits program providers from having a direct or indirect financial interest in the beneficiaries’ housing. The HCF Unit case summary for this indictment repeats that IHS services are explicitly disallowed in provider-controlled settings.

Program design is not Larsen-Guthmiller’s personal crime. Design does create the bright-line control that makes the government’s theory about her and Healey intelligible. When a provider both owns or controls the residence and bills IHS for the person living there, prosecutors say the control point that makes the benefit coherent has already broken. A rival theory that treats every disability-services prosecution as political targeting still has to explain why the program forbids provider financial interest in housing and why charging papers allege ownership concealment and below-market rent.

DOJ’s OPA release put the statewide cost curve in public view: after paying out over $100 million in 2018, the IHS program grew to cost more than $700 million in 2025. That curve is program context. It is not a verdict that Katherin Larsen-Guthmiller stole $700 million. Keep statewide totals on the IHS scheme guide’s program box. Keep the $22.7 million figure in the Healey Homes charging box that includes her. Confusing those boxes is how commentary either exaggerates one indictment into a statewide conspiracy or erases a load-bearing design rule because the statewide number feels political.

Cross-link the sibling IHS scheme guide for the full program critical path. This person page assumes that yardstick and then asks what she is alleged to have done inside it as executive director and controlling individual. Flattening person and program into one cartoon is a method failure.

Chapter 6: Provider-controlled residences as charged

Housing-control geography in Blue Earth / Mankato coverage — alleged, not proven.
Housing-control geography in Blue Earth / Mankato coverage — alleged, not proven. Free-licensed pool · as credited

DOJ’s OPA IHS section says two defendants were charged in connection with an over-$22-million scheme in which they acquired over twenty separate residences and concealed their ownership interest from Medicaid. The HCF Unit summary says that despite knowledge of the provider-owned housing ban, Healey and Larsen-Guthmiller owned and controlled the residences where they were purportedly providing services. Mankato Free Press reporting states prosecutors allege the defendants purchased and controlled at least twenty residences in Blue Earth and Mankato where beneficiaries lived while receiving Healey Homes services.

Residence control is an object hinge. If the residences were not provider-controlled as charged, the bright-line IHS ban theory collapses for those properties. If ownership is asserted without caption hygiene, every landlord serving disabled adults becomes a suspect class. Keep the allegation labeled. Title-entity disputes — including Healey’s claim-layer that homes were bought by Briar Cliff Homes rather than Healey Homes — are evidence to note under the Spec bar. They do not auto-clear concealment language in charging papers, and they do not erase Larsen-Guthmiller from the caption.

Indictment coverage describes multiple residential properties tied to both defendants and Medicaid reimbursements connected to those properties totaling millions over the alleged scheme. Property-level tallies belong in a sub-box under the scheme tally. They are not yet disposition amounts for her personally. Forfeiture allegations seeking recovery of assets and proceeds are charging instruments, not completed seizures proven at trial in this deepen’s record.

Beneficiaries who lived in those residences are not automatic co-conspirators. The government’s theory uses their housing situation as the setting that allegedly made IHS billing ineligible. That is different from charging every resident. Keep human beings out of cartoon mobs.

Chapter 7: Below-market rent and beneficiary capture — as alleged

Capture-mechanism context beside ownership — allegation hygiene required.
Capture-mechanism context beside ownership — allegation hygiene required. Free-licensed pool · as credited

The HCF Unit summary states Healey and Larsen-Guthmiller charged recipients below-market rent in exchange for agreeing to be used to bill Minnesota Medicaid. Mankato Free Press coverage of the indictment says that by offering below-market rent to beneficiaries, the arrangement required them to use Healey Homes as their Medicaid service provider. That is the capture mechanism beside the ownership object — a behavior hinge that reinforces why prosecutors say the independence design broke.

If rent-capture falls at trial, ownership alone may still matter under the ban — but the government’s reinforcement theory weakens. If ownership falls, rent-capture may still matter as a kickback-like structure depending on the charged counts — but the bright-line housing-ban story weakens. Track the hinges separately. Do not treat every cheap rent to a disabled adult as a federal conspiracy; do not erase the specific charging language that ties rent to provider capture in this caption.

Local coverage also reports allegations that the defendants submitted false claims for medically unnecessary services, billed for services not provided as represented, used employees who had failed required background checks, and submitted care plans containing more hours than beneficiaries required. Those are additional billing-behavior allegations inside the same charging climate. Each can stand or fall without converting the entire open docket into a past-tense conviction.

This chapter is still allegation. Indictment ≠ proof for every resident, every hour, or every employee background-check claim. Note the instruments. Wait for plea, verdict, or dismissal language before past-tensing guilt.

Capture language also matters for how visitors misread beneficiaries. A person who accepted below-market rent is not automatically a fraud defendant. A person who refused Healey Homes services is not automatically proof that the ban was honored everywhere else. The charging theory is about what the providers allegedly required in exchange for housing access. Keep the human beings and the elements in separate mental boxes while the docket is open.

Chapter 8: The ~$22.7M billing window — her place in the tally

Federal charging climate — scheme tally is not personal disposition.
Federal charging climate — scheme tally is not personal disposition. U.S. Department of Justice context · public record

From 2021 until DHS closed Healey Homes in 2025, the HCF Unit summary says the defendants received $22.7 million in Medicaid reimbursements for supposedly providing IHS services. OPA’s IHS section describes an over-$22-million scheme. Local reporting rounds near $23 million and states the pair improperly billed Minnesota Medicaid about $22.7 million between January 2021 and September 2025. Those figures are the scheme tally attached to the two-person caption. They are not yet a jury’s finding of Larsen-Guthmiller’s personal loss amount.

Her place in the tally is co-defendant and controlling individual — not a mathematical split published in the case summary. Public charging materials do not, on this deepen’s primaries, assign “her half” versus “his half.” Conspiracy and joint-account money-laundering allegations are how prosecutors connect both names to the proceeds story. Keep that as charging theory. Do not invent a private spreadsheet.

OPA’s services-not-as-represented language and the case summary’s provider-controlled-settings language are the operational core of Path A’s dollar thread. If the billing theory falls, the $22.7 million hinge loses its operational core. If program-wide $700 million is substituted for the scheme tally, commentary invents personal scale the caption does not carry. Box hygiene is not pedantry; it is how a maintained record stays honest.

Watch later superseding indictments, bills of particulars, or plea agreements for defendant-specific loss figures. Until those instruments exist in the public record, speak of the Healey Homes reimbursement window as charged — with both names — and leave personal disposition blank.

Prosecutors’ strike-force roster in the case summary — Trial Attorneys Sara Woodward and Sara Porter, with AUSAs Rebecca Kline and Matt Evans — is institutional context, not a celebrity cast list. It tells you which desks own the caption. It does not tell you the verdict. When visitors ask “who is going after her,” answer with the instruments: indictment, HCF Unit summary, OPA IHS section, AG MFCU release — then return to the open-docket rule.

Chapter 9: Money laundering and luxury proceeds as charged

Proceeds and open-docket imagery — lists are not verdicts.
Proceeds and open-docket imagery — lists are not verdicts. Free-licensed pool · as credited

Charging narratives allege transfers of Medicaid reimbursement payments into personal and business accounts and use of proceeds to purchase luxury automobiles and expensive jewelry. Mankato Free Press coverage of the indictment states Healey and Larsen-Guthmiller transferred IHS reimbursements into jointly held personal and business accounts and used proceeds to purchase luxury vehicles and jewelry, including an Aston Martin, multiple Porsche and Tesla vehicles, and Rolex watches. Star Tribune at-a-glance coverage likewise lists Rolex watches, three Porsches, and an Aston Martin in the Healey / Larsen-Guthmiller thread.

Jointly held accounts are a person-path hinge for this file. They are how the money-laundering story, as charged, names both defendants rather than treating luxury lists as Healey-only color. Forfeiture allegations seeking recovery of assets and proceeds are charging instruments. They are not completed criminal forfeiture findings proven at trial on this deepen’s record.

If proceeds counts fall, housing-control counts may still stand or fall separately. If jewelry lists are treated as verdicts, open defendants are falsely past-tensed. Count-class separation is method. Lifestyle shaming is not a substitute for elements of money laundering.

OPA’s IHS section also says defendants used proceeds to acquire more real estate and further the fraud, as well as purchasing luxury automobiles and expensive jewelry. Real-estate recycling allegations sit beside luxury lists. Keep both in the alleged-proceeds box until disposition converts them.

Money-laundering counts are a different legal theory from the housing-ban billing theory even when they share a caption. One can imagine a world where residence-control allegations survive and proceeds counts are narrowed, or the reverse. Forfeiture lists naming watches and cars are vivid; vivid is not verified. Until a plea colloquy, special verdict, or forfeiture order converts a list into a finding, keep the Rolex sentence in the alleged-proceeds box and keep Larsen-Guthmiller’s name in the charged-not-resolved box.

Chapter 10: 2025: DHS review, payment cut, and closure

State administrative instruments — closure is not a federal conviction.
State administrative instruments — closure is not a federal conviction. Free-licensed pool · as credited

The HCF Unit summary ends the reimbursement window with a blunt administrative fact: Healey Homes was closed by the Minnesota Department of Human Services in 2025. Local coverage fills the sequence with a compliance-review climate — licensing and documentation issues, funding cut, closure — that displaced clients and staff months before the May 2026 federal caption. Faribault County Register reporting in September and December 2025 recorded the appearance of closure and Healey’s claim-layer account of why funding stopped.

Closure is a ruling hinge for the person path because it ends the alleged billing years before indictment. If closure is denied as a historical event, later indictment chapters lose the end of the window. If closure is treated as a criminal conviction of Larsen-Guthmiller, the guide lies about the docket. Administrative instruments can be harsh, contested, and devastating to a business without being a jury’s guilty verdict on conspiracy or money laundering.

Healey’s claim-layer interviews dominate the public defense narrative after closure — minor clerical infractions, no fraud, Briar Cliff Homes title, open local knowledge of the one-home model. Note those statements as evidence under the Spec bar. They do not auto-clear federal counts against either defendant. They also do not prove that Larsen-Guthmiller authored every sentence Healey told a reporter. Track voices carefully.

For this person file, the operational takeaway is simple: by the time federal prosecutors announced the first IHS prosecution in May 2026, the HCBS provider vehicle she was listed on as executive director and controlling individual had already been administratively closed. That sequence is documented climate. It is not guilt.

Chapter 11: May 2026: Indictment and docket 0:26-cr-00100

District of Minnesota charging geography — indictment opens the caption.
District of Minnesota charging geography — indictment opens the caption. McGhiever · CC BY-SA 4.0 · Wikimedia Commons

On May 20, 2026, a federal grand jury indictment in the District of Minnesota charged Charles Wayne Healey and Katherin Suzan Larsen-Guthmiller with conspiracy to commit health care fraud and money laundering, according to local reporting and the HCF Unit case summary. Public case indexes report the caption USA v. Healey et al., 0:26-cr-00100. DOJ’s court-documents page lists U.S. v. Charles Healey and Larsen-Guthmiller among the District of Minnesota filings in the May 2026 Health Care Fraud takedown.

The next day, May 21, DOJ’s Office of Public Affairs framed the IHS thread as the first criminal prosecution involving fraud in Minnesota’s Individualized Home Supports program. The AG Ellison release the same day named both defendants in the HCBS / Healey Homes thread and noted MFCU participation. AAG Colin M. McDonald’s takedown speech and a live DOJ announcement video sit in the same institutional climate — press-event primaries, not verdicts.

Mankato Free Press reporting specifies conspiracy to commit health care fraud and three counts of money laundering in the indictment filing narrative. Count structures can be described from coverage while still awaiting the full PDF text for visitors who want the four corners of the instrument. Prefer the HCF Unit summary and OPA language when summarizing elements; use local coverage for geography, license role, and luxury lists; keep all of it labeled as charging.

Indictment still is not guilt. The DOJ OPA footer language — an indictment is merely an allegation; all defendants are presumed innocent until proven guilty — is not boilerplate to skip. It is the epistemology of an open person docket. This deepen leaves Larsen-Guthmiller charged-not-resolved.

Chapter 12: First IHS prosecution framing and MFCU adjacency

AG / MFCU partnership climate — adjacency is not authorship.
AG / MFCU partnership climate — adjacency is not authorship. Free-licensed pool · as credited

OPA and AAG McDonald frame IHS as a first-of-kind prosecution inside a fifteen-defendant, over-$90-million intended-loss takedown and a staffing surge for Medicaid fraud enforcement. That framing is an institutional speech hinge. If the takedown primary is erased, “first IHS prosecution” has no instrument. If the podium is treated as a verdict, open indictment defendants are falsely past-tensed. Keep the speech attached to the charging event, not substituted for it.

Attorney General Keith Ellison’s May 21, 2026 release praises federal charges and describes MFCU partnership with FBI and HHS-OIG. On the Healey / Larsen-Guthmiller thread it says MFCU investigators participated through interviews and data analysis, and it states that the indictment is an allegation with a presumption of innocence. That is the correct adjacency label: partnership in investigation, not co-defendant, not scheme author, not political puppet-master finding.

Path B oversight questions about statewide IHS growth and the timing of DHS closure remain fair topics when they carry primaries. They become method failures when they convert Ellison, Walz, or Omar into Healey Homes co-conspirators without a charging paper that says so. Cited IHS DOJ materials on this spine do not name those politicians as defendants in USA v. Healey et al.

YouTube’s live DOJ fraud announcement from the takedown week is a press-event primary video to link — labeled as announcement footage, not a courtroom verdict. Commentary videos about statewide Medicaid fraud magnitude are commentary. Keep the labels.

The Midwest Strike Force’s expansion into the District of Minnesota, announced in the same takedown climate, is staffing context for why IHS cases moved when they did. Staffing context is not a finding that every prior year of IHS growth was a protected conspiracy. Use the surge as chronology. Do not use it as a substitute for elements against the named executive director on the Healey Homes license.

Chapter 13: Political adjacency without invented edges

Minnesota Fraud Files visitors often arrive through Omar associations spiders, Feeding Our Future headlines, or statewide “fraud capital” commentary. Those climates are real as media and political weather. They are not a substitute for the Healey Homes charging papers. This person page refuses to invent a terror-funding pipeline through IHS reimbursements and refuses to invent a political co-conspirator from adjacency alone.

Ilhan Omar appears on association maps elsewhere on the site as navigation, not as a Healey Homes defendant. Tim Walz appears as gubernatorial oversight climate for agency questions that need primaries converting climate into knew into agreement. Keith Ellison appears as AG with an MFCU partnership release that itself states presumption of innocence. None of those roles, on cited IHS DOJ materials, equals authorship of Larsen-Guthmiller’s alleged billing.

Proceeds geography in charging narratives emphasizes real estate, vehicles, and jewelry. That is not a diversion-to-violence finding. Rate terror-pipeline claims unsupported on this guide until a primary ties IHS funds from this caption to a violence endpoint. Do not smuggle a harder different claim into the asked claim about health-care fraud and money laundering.

Cross-link the Minnesota Fraud hub, the IHS scheme guide, and the Charles Healey person deep. Do not rewrite those pages from this tip. Link integrity is enough. Edge invention is not.

If a later filing, congressional hearing, or civil complaint produces a primary that names a politician as a Healey Homes co-conspirator, the maintained record can add that instrument with labels. Spec bar until then: no invented edges. The Omar associations spider remains a navigation tool for other Minnesota Fraud threads; it is not a hidden second caption for Larsen-Guthmiller. Keep terror-pipeline rhetoric out of this person file unless a diversion primary appears.

Chapter 14: Rival paths, open docket, maintained record

Primary-source method close — charged, not resolved.

Path A is fraud as charged: provider-owned housing, below-market rent capture, roughly $22.7 million in IHS reimbursements, money-laundering and luxury-proceeds counts, first IHS prosecution framing. It holds as a charging and announced record. It does not hold as a finished personal conviction for Katherin Larsen-Guthmiller until plea or verdict.

Path B is political protection or oversight-failure reading: statewide IHS growth and late closure mean officials knew or protected the scheme. Fair as an oversight question; contested as a co-conspirator finding. It breaks without a primary converting climate into knew into agreement. Path C is overzealous-shutdown / climate-spillover defense, largely voiced through Healey’s claim-layer interviews — evidence to note, not auto-clearance. Path D is terror diversion — unsupported on this guide’s primaries.

Five-line checklist before you leave: (1) Is the claim about program totals, scheme tally, or her personal disposition? (2) Is the instrument an indictment, an AG partnership release, a DHS closure, or a claim-layer interview? (3) Does the claim erase her license role or merge her into Healey as one guilt blob? (4) Does a political adjacency claim cite a charging paper that names the politician? (5) Does a terror claim cite a diversion primary — and if not, stop.

As of this Spec v7 deepen, Larsen-Guthmiller remains charged-not-resolved on docket 0:26-cr-00100. Watch plea, dismissal, severance, forfeiture, and verdict entries. Update the maintained record when primaries move. Until then, keep the past tense for charging events and the present tense for open guilt.

This Spec v7 person deep replaces a ~10 KB hub stub that named her on the IHS nest spine without chapters, critical-path teaching fields, or a real story path. The nest gateway at /files/minnesota-fraud/katherin-larsen-guthmiller/ remains a maintained-record pointer to this full guide. Prefer primary DOJ, AG, and dated local coverage over influencer paste. Prefer open-docket humility over theatrical certainty.
