On October 31, 2025, Minnesota’s Medical Assistance Housing Stabilization Services program ended after CMS approved a state-plan amendment terminating the §1915(i) benefit. DHS said services could not be provided or reimbursed after that date. A CMS letter dated October 24, 2025, confirms approval with a November 1, 2025 effective date for termination.

On February 10, 2026, DOJ announced that Anthony Waddell Jefferson and Lester Brown of Philadelphia pleaded guilty to wire fraud for a roughly $3.5 million HSS scheme. They had registered Minnesota LLCs, enrolled as providers, flew repeatedly from Philadelphia to recruit beneficiaries as “The Housing Guys,” and — when insurers asked for records — used ChatGPT to fabricate client notes.
