Bass traveled to Accra as a member of President Biden’s delegation to the inauguration of Ghanaian President John Dramani Mahama. The official White House daily digest lists her alongside delegation head Shalanda Young, Ambassador Virginia Palmer and National Security Council official Frances Brown. The stated purpose was public diplomacy. It was not a trip to Cuba, and the public delegation record does not establish a covert communist assignment. [1]
Calling the trip official does not answer whether a mayor should have taken it. Contemporary reporting places her departure on January 4, after a National Weather Service fire-weather watch; the danger escalated into warnings while she was away. She was overseas when Palisades began January 7 and returned January 8. Those basic facts create a legitimate question about her risk assessment and availability during a foreseeable emergency. Two claims should therefore be assessed separately: why the visit existed, and whether she should have canceled or returned sooner. A public itinerary explains the first. The second requires warnings, communications, travel opportunities and emergency-delegation arrangements. A photograph of a reception cannot by itself prove what information she had at that moment or which operational instruction a different travel decision would have changed. A reasonable criticism can be severe without adding an unproved secret purpose.
