RECORD / AT A GLANCE

Documented study; conditional outcomes

Bush remained ahead in the modeled limited recounts; broader statewide reviews could put Gore ahead. Neither result erases the project’s limitations.

Sources & limits.

Numbered citations in each article identify the relevant sources. These records have different purposes and evidentiary weight.

  1. NORC · 2001 Annual Report, “Counting the Florida Ballots” ↗

Research organization’s contemporary account. NORC recorded ballot characteristics; sponsoring news organizations modeled electoral outcomes. NORC itself did not certify or declare a winner.

  2. Steve Bickerstaff · Post-Election Legal Strategy in Florida (2002) ↗

2002 legal scholarship; the opening footnote reports 175,010 examined ballots, split into 113,820 overvotes and 61,190 undervotes. Strategic and counterfactual interpretations are the author’s, not judicial holdings.

  3. University of Chicago Chronicle · NORC examining Florida ballots (February 15, 2001) ↗

Contemporary interview with project director Kirk Wolter explaining field procedures before completion. Its planned 180,000-ballot figure is an estimate, not the final examined total.

  4. ICPSR / NORC · 2000 Florida Ballots Project: archived data and methodology ↗

Primary archived research collection. Read the project description, methodology and Orange County caveat. This edition did not independently rerun the ballot-level data or adjudicate ballots.

  5. CNN · Florida ballot-review findings and examples (November 11, 2001 transcript) ↗

Contemporary report by a consortium participant; a rush transcript with possible transcription errors. CNN’s studied narrow recounts and broader statewide scenarios answer different questions. Do not lift its Bush-wins headline as a universal result.

  6. FactCheck.org / Brooks Jackson · The Florida Recount of 2000 (January 22, 2008) ↗

2008 retrospective by Brooks Jackson, who also reported CNN’s original ballot investigation. His reported 42–171 broad-review range differs from the 60–171 range in other summaries because modeled selections/standards differ; neither is an official new tally.
