Hillary Clinton, official Secretary of State portrait — hero for the words-and-quotes guide.

The AI Files · Famous Clinton quotes, misquotes, walk-backs, and lines that outlived their transcripts · 1992–2016

Things they said

On 9 September 2016, at an LGBT for Hillary gala in New York, Hillary Clinton said you could put ‘half of Trump’s supporters’ into a ‘basket of deplorables’ — then described another half she said deserved empathy.

The usual clip ends at ‘deplorables.’ The pool transcript does not. This guide rebuilds that pattern across two decades: what was said on tape, what was cut, what was walked back, and what was never sourced.

Chapter 1

The cut and the file

On 9 September 2016, at an LGBT for Hillary gala in New York, Hillary Clinton said you could put “half of Trump’s supporters” into a “basket of deplorables” — racist, sexist, homophobic, xenophobic, Islamophobic — and that Donald Trump had “lifted them up.” [1]

She kept talking. The other half, she said, felt the government had let them down, were desperate for change, and were “people we have to understand and empathize with as well.” [1]

The usual clip ends at *deplorables*. The pool transcript does not. That gap — between the fifteen-second public quote and the file — is the method of this guide.

Chapter 2

Keene, 1996: heel

Twenty years earlier, at Keene State College on 25 January 1996, the first lady backed the era’s crime agenda. Gangs, she said, were often tied to cartels, “not just gangs of kids anymore,” but “the kinds of kids that are called superpredators — no conscience, no empathy.” Then: “We can talk about why they ended up that way, but first, we have to bring them to heel.” [2][3]

The word came from John DiIulio’s 1995 essay. She did not say a racial noun. In 2016, when Ashley Williams held up a banner with the heel line, Clinton’s campaign wrote that she shouldn’t have used those words and wouldn’t today. [4][3]

Whether the sentence was racial coding is a fight about meaning. That she said it is not.

Chapter 3

January 1998: denial and conspiracy

On 26 January 1998 Bill Clinton wagged a finger and said he did not have sexual relations with Monica Lewinsky. [5]

The next morning Hillary sat with Matt Lauer on NBC’s *Today*. She defended the president, defended Vernon Jordan, attacked the “operation” around Kenneth Starr, and delivered the line that outlived the interview: the “vast right-wing conspiracy” against her husband since the day he announced for president. [6]

In August he admitted an inappropriate relationship. [7] The catchphrase stayed. So did the lawyerly joke about what the meaning of “is” is, preserved in the Starr Report. [8]

Chapter 4

Stories that failed the calendar and the tape

Some famous Clinton lines are not cut — they are wrong.

She told a story of being named for Sir Edmund Hillary. He summited Everest in 1953; she was born in 1947. In 2006 the campaign called it a sweet family story. [9][10]

In March 2008 she said she remembered landing under sniper fire in Tuzla in 1996 and running with heads down. [11] The 1996 press and CBS tape show a greeting ceremony and a child with a poem. She said she misspoke. [12][13]

Aides later described intense threat briefings. Briefings are not rounds cracking on the tarmac. [14]

Chapter 5

Kabul laugh, Senate sting

On 20 October 2011, between television hits in Kabul, an aide told Secretary Clinton that Muammar Gaddafi was dead. She laughed with a CBS reporter: “We came, we saw, he died.” [15]

On 23 January 2013, at a Senate hearing on Benghazi, she asked what difference, at this point, does it make — a line attack ads sanded into indifference. The hearing video is longer than the ad. [16]

Chapter 6

Lines without a tape

Not every viral quote has a microphone.

In October 2016 an anonymous blog claimed she asked whether Julian Assange could be droned. No named witness, no document. She said she did not recall it and that any such remark would have been a joke. [17]

Donald Trump said she started birtherism. Some 2008 supporters spread rumors; the record does not show her campaign launching the theory. [18]

Chapter 7

How the meanings moved

Deplorable became a badge. Vast right-wing conspiracy became a reusable template. The Gaddafi laugh became a GIF. Superpredators became a demand for apology. Bosnia became a shorthand for “Clinton lied.”

The critical path of this guide is not a morality score. It is a chain of dated utterances: what was recorded, what was walked back, and what still has no tape. Fact-check brands appear here as gloss, not as the spine. The spine is the file.

Chapter 8

Why both Clintons

The hub’s short page was titled “Things she said.” The full guide keeps Hillary on the spine — Keene, Today, Bosnia, Gaddafi, deplorables — and still includes Bill’s denial canon. January 1998 only makes sense as a couple’s public story: her conspiracy frame answered his denial week. [6][5]

Sibling guides carry the law and the elections. This one stays with the words.

Chapter 9

Attribution traps

Not every line in the Clinton quote canon was spoken by a Clinton. James Carville’s war-room slogan “It’s the economy, stupid” is still remembered as if Bill delivered it as a catchphrase. [19]

The opposite error is also common: treating an anonymous blog sentence as if it had the same weight as Keene audio or a Senate hearing. This guide keeps those bins apart on purpose.

As of late October 2026 the profit figures, Blair’s role, Melamed’s no-violation opinion, the tax payment, Refco’s fine, and the absence of a bribery charge are documented. A courtroom finding that winning trades were allocated as a Tyson favor is not.

Where it started

Pool-transcript recoveries (especially deplorables) and hearing-context arguments after attack ads.[1][2]

Why it lives

Clip platforms reward the shortest condemning cut.

If it were true

Fuller transcripts systematically soften several scandals into unfair edits.

How it squares with the record

Works strongly for deplorables’ second basket and partly for Benghazi hearing context. [1][2]

Fails for Bosnia, Edmund Hillary, and the Keene superpredators sentence — those fights are about truth or meaning, not missing half-sentences. [4][3]

What holds up Partly true

Best as a partial theory of 2016 packaging, not a master key to every Clinton quote.

Partial theory — strong on cuts, weak as universal explainer.

Removes from the critical path
  • 13. Deplorables gala remarks must recast Treats deplorables primarily as an editing scandal rather than a chosen insult of half. What has to be fake or wrong: That she chose the word ‘deplorables’ and listed bigotries on tape.[1]
  • 11. Benghazi hearing line must recast Recasts Benghazi line as pure out-of-context smear. What has to be fake or wrong: That the sentence was spoken in the hearing.[2]
Adds to the critical path
  • Coordinated bad-faith editing as the main driver Some evidence Editing is real; coordination as master cause is thinner.[1]
What would have to turn out fake or wrong
  • The idea that she never said the short damaging clauses at all.
What new information would make it true
  • Systematic comparison of top viral clips vs pool/hearing full text showing majority are half-quote smears.
What would prove it false
  • Cases where the damaging line is already complete on the primary tape (Keene; Gaddafi joke; VRWC sentence).

2016 opposition research and long-running talk-radio compilations of ‘Clinton quotes.’[1][4][2]

Why it lives

Compilations stitch decades into one character sketch.

If it were true

Pattern of speech predicts elite disdain better than any single policy paper.

How it squares with the record

Uses real lines: Keene, deplorables, Gaddafi. [3][1][2]

Underplays walk-backs, second baskets, and Bill’s separate denial canon. [4][1]

What holds up Disputed

Character reading from a curated reel — rhetorically powerful, selectively complete.

Removes from the critical path

What new information would make it true
  • Private contemporaneous writings showing the reel matches private contempt language.
What would prove it false
  • Evidence the stitched pattern depends on fabricated or non-existent quotes (e.g., treating Assange drone as equal to Keene).

Starr’s expansion and parallel media ecosystems were real topics. [1]

        How this guide works

        Sources and method

Every famous line on the spine is tied to a primary transcript, pool report, hearing video, White House archive text, or contemporaneous news recording. Fact-check articles are cited as mainstream gloss — useful for aftermath and packaging — not as the proof that a sentence was spoken.

We do not invent quotes. If a popular attribution lacks a named witness or document (Assange drone), the guide says unproven and shows the provenance chain.

Clip culture is part of the story: when a cut changes meaning (deplorables’ second basket; Benghazi’s ‘what difference’), both the cut and the fuller record appear.

Walk-backs are dated and quoted. A retraction does not erase that the original words were said; it changes the later political meaning.
